Title Senior Planner Category Planning Description Position Title : Senior Planner Union : Represented Department : Planning FLSA : Non-Exempt Last updated : 2024 Pay Grade : 25 Hours : Full-time, Monday- Friday Reporting Location : Irrigon Supervisory : No Type : Professional Position Summary : Under the general supervision of the Planning Director, the Senior Planner performs a variety of routine and complex administrative, technical and professional work in current and long-range planning.

The Senior Planner has a solid understanding of local and statewide planning principles and policies and has the capacity to carry out a variety of complex planning tasks.

The Senior Planner can also manage projects along with a team of county staff and consultants.

The Senior Planner may function as the Decision Maker in the absence of the Planning Director.

Essential Job Functions : Provide information and assistance to the public, realtors, investors, lawyers, regulatory agencies, and elected officials on questions about a wide variety of land use issues, and other complex issues related to land use.

Process a variety of land use permits including zoning permits, farm agricultural exempt building permits; floodplain development permits; land use compatibility statements from various agencies such as Oregon Water Resources or Department of Environmental Quality pertaining to air and water.

Also process Land Use Compatibility Statement (LUCS) from other agencies such as Department of Geology and Mineral Industries, Oregon Department of Transportation, Oregon Watershed Enhancement Board.

Process administrative and quasi-judicial applications such as conditional use permits, land partitions, subdivisions, non-farm dwelling requests, site plan review, and variances.

Assist the Planning Director in the maintenance of the Transportation System Plan (TSP), Comprehensive Plan, Zoning Ordinance, Subdivision Ordinance and other plans and ordinances.

Complete preliminary plat review and assure planning requirements have been met by coordinating interdepartmental review.

This includes tracking the steps and assisting landowner, surveyor in the final completion of the project.

Work with other Planning Department staff to maintain the filing systems to assure organization and tracking of current planning projects.

Work with other Planning Department staff to maintain planning records, including property files.

Have a working knowledge of the Code Enforcement Ordinance and assist in the enforcement of codes and plans as necessary.

Participate and attend various advisory or other committee meetings, as assigned.

Assist more junior Planning staff in completing staff reports or other work.

Have general knowledge of rural addressing, road naming and road vacation process.

As the Senior Planner, be able to complete the job duties of Assistant Planner and Associate Planner.

Establish and maintain effective working relationships with coworkers, subordinates, supervisors, elected officials, community partners, and the public.

Performs related duties as assigned to meet departmental needs.

Position Requirements Qualifications : Education : Bachelor’s degree in planning, landscape architecture, geography or a related field.

Master’s degree preferred.

Experience : Minimum of three years experience with Bachelor’s degree or none required with Master’s degree.

Or any satisfactory equivalent combination of education, experience, and training.

License : Valid Oregon Driver’s License Certification : Certified Floodplain Manager or the ability to obtain.

Skills / Abilities : Equipment used : Personal computer, telephone, copy machine, fax machine, personal electronic devices and other office equipment, automobile.

Proficient with Microsoft Office, including Microsoft Excel, Outlook, Word, email, and other software applications as required.

Knowledge of land use planning procedures, regulations and processes.

The ability to establish effective working relationships.

Ability to read, understand, and effectively apply complex rules and regulations, including local ordinances and state statutes.

Ability to work in an efficient and timely manner to meet statutory timelines.

Effective use of oral and written communication in the performance of duties and responsibilities.

Ability to respond appropriately with difficult, uncomfortable and controversial situations.

Ability to exercise independent judgment.
