Request for Proposal : Research Project, US / China Track 2 Outcomes

PAX is seeking to contract with an individual or organization with strong experience in US-China track-2 work to collaboratively develop and manage a research project on lessons-learned from track-2 work. The ideal candidate will have deep professional experience and networks on both the US and Chinese side and research capacity sufficient to collaborate with the development of a research agenda on the impact (and potential lack thereof).

Organization Background

The Arsenault Family Foundation (AFF) is a US-based international organization established in Colorado in 2000 dedicated to the prevention of major global risks. As a part of that mission, the foundation works to support better relationships between countries including the US and China, to promote the diplomatic resolution of international disagreements, and to find places for international cooperation to prevent global risks.

The Arsenault Family Foundation was formally approved through Chinese law to operate in China as an Overseas NGO in 2024, and has established an office in Beijing to develop our work on the US / China relationship.

Scope

The scope of this contract will be to collaboratively design with PAX a research project and execute the following phases of research :

Phase 1 : Project development

With the partner organization, PAX will develop a list of requested content for the interviews, such as the relative importance of geopolitics, interpersonal relationships, gender balance, etc. in the success of track-2 work; develop a list of potential contributors in the US and China; and socialize the project idea.

Phase 2 : Interviews and identification of output

The partner organization will conduct interviews and conduct a structured review of themes and potential outcomes. Based on this, PAX will determine the proposed outcome for Phase 3 with inputs from the partner organization. This may include a formal research report, a future book or publication process, or other outcomes as identified from the research.

Phase 3 : Execution of proposed outcome

Working with contributors as appropriate for the desired outcome, PAX and the partner organization(s) will complete and execute the publication and release of the result.

Please submit 1. an expression of interest no more than 1000 words explaining your background, 2. a brief sketch of the proposed work, and 3. a rough order of magnitude budget no later than 10.24.25.
