State Program Examiner Trainee

Under the supervision of a SPE 2, the incumbent will spend 85% of their time examining State Agency programs and transactions to determine whether they are bona fide and free from fraud, waste, and abuse. Examinations include testing programs and transactions for compliance with laws and regulations; analyzing data; developing audit ideas and objectives; and developing the elements of a finding in accordance with audit standards. 15% of their time will be spent on special projects.

For appointment to the State Program Examiner Trainee 1, you must have :

• A bachelor's degree or higher in accounting, business administration, business management, computer science, computer information systems, or related IT field; criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics.

Competitive Minimum Qualifications :

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b / c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law.

For 70.1, 52.6 or 70.4 transfer to a State Program Examiner 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b / 55-c service in an approved title for transfer allocated to a SG-16 or above, SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Traineeship salary information :

The position may be filled at the State Program Examiner Trainee 1 equated to SG-14 ($53,764), State Program Examiner Trainee 2 equated to SG-16 ($59,994), or full performance State Program Examiner 1 SG-18 ($66,951) based on the candidate's education, experience, and previous state service. Salary is nonnegotiable.

Candidates hired at the trainee level will be advanced to the full performance State Program Examiner 1 SG-18 following successful completion of the traineeship.

Audit Concept Candidate must : understand and embrace the concept of skepticism; embrace team concepts; be detail oriented; and show aptitude for organizing and analyzing data. Prior experience in auditing or with audit-related concepts is a plus.

Telecommuting : The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks.
