Account Manager
The Account Manager is responsible for the daily oversight, performance, and compliance of a General Services Administration (GSA) facilities maintenance contract. This includes managing client relationships, supervising on-site personnel and subcontractors, ensuring contract deliverables are met, and maintaining operational excellence in accordance with federal regulations, FAR clauses, and agency-specific requirements.
Key Responsibilities :
- Ensure full compliance with the GSA contract, applicable FAR regulations, and task order requirements.
- Maintain documentation and reports required for inspections, audits, and CPARS evaluations.
- Interpret the Statement of Work (SOW) and ensure all deliverables and performance metrics are met.
- Review and implement Quality Control (QC) and Quality Assurance (QA) plans.
- Serve as the primary point of contact for GSA Contracting Officer Representatives (CO Rs), building managers, and other stakeholders.
- Conduct routine client meetings to review contract performance, address concerns, and discuss improvements.
- Respond promptly to client requests, service tickets, and escalated issues.
- Manage day-to-day operations across all service lines (janitorial, HVAC, electrical, general maintenance, etc.).
- Oversee scheduling, resource allocation, inventory control, and equipment maintenance.
- Collaborate with site supervisors to ensure staffing levels and coverage meet contractual obligations.
- Directly supervise site supervisors, leads, and technicians.
- Conduct performance reviews, provide coaching and disciplinary actions as needed.
- Ensure employee certifications, background checks, and training are current and compliant with GSA requirements.
- Monitor contract budget, labor costs, and material expenses to maintain profitability.
- Review invoices and service call charges for accuracy and timely submission.
- Support the preparation of Requests for Equitable Adjustment (REAs) or modifications when contract changes occur.
- Promote a safety-first culture and ensure compliance with OSHA, EPA, and GSA safety regulations.
- Investigate incidents or near-misses and implement corrective actions.
- Maintain and enforce safety documentation, including JSAs, SDSs, and training logs.
Qualifications :
Bachelor's degree in Facilities Management, Business Administration, Engineering, or related field, or equivalent work experience.Minimum of 5 years of experience managing federal government or large-scale facilities maintenance contracts.In-depth knowledge of GSA contracting procedures, FAR compliance, and federal facilities operations.Strong leadership and communication skills.Proficiency in CMMS (Computerized Maintenance Management Systems) and Microsoft Office Suite.Preferred :
Experience with CPARS evaluation process.OSHA 30-hour Certification.CFM, FMP, or PMP certification.Familiarity with union environments and CBAsCore Competencies :
