The Enterprise Project Manager (EPM) is a key team member for project management leadership and strategic implementation of overall program and governance processes. This position manages the development, implementation and oversight of project management processes, standards, and reporting across the agency to ensure projects are effectively planned, coordinated, and executed. This includes application of policies and processes that support successful initiation of projects, accounting for internal and external environmental factors, reporting consistency and good governance, project managers’ training and ongoing support, integration with strategic business goals and objectives, successful project termination, and continuous improvement. This position works across the agency to assist in the development and implementation of projects, including defining and implementing standards and processes, while also overseeing communication and reporting activities and fostering alignment and collaboration among Project Managers and HRT cross-functional business stakeholders. Essential Job Functions : (Duties listed are not intended to be all inclusive nor to limit duties that might reasonably be assigned.) Provides principal leadership in the development and administration of mature, consistent, and disciplined processes to ensure successful initiation of projects, oversight, controls, project managers training and ongoing support, integration of project efforts with strategic business goals and objectives, and continuous improvement. Coordinates efforts across the organization to support streamlined project planning and delivery and to ensure cross-agency coordination and strategic alignment. Analyzes steps and agency needs related to projects administration, develops recommendations for improved processes, policies, and procedures, and implements improvements. Works closely with stakeholders to cultivate agency-wide excellence in project management, including the standardization of enterprise scale project management and effective governance; routinely interfaces with and supports coordinated work among Grants Administration, Finance and Budget, and department project managers on full range of PM issues. Partner with stakeholders in project planning for potential Capital Improvement Program (CIP) projects and conduct periodic reviews to monitor program performance, expenditures, and schedule of approved projects. Evaluates projects and related activities and makes recommendations to ensure the goals and objectives of projects are accomplished within prescribed time frame, quality, scope, and funding parameters. Provides advanced-level project management oversight on business-critical projects from the conceptual phase through solution implementation and project close. Monitors and manages communications activities. Supports HRT Strategic Planning Process activities as assigned and promotes the adoption of best practices, standardization, compliance, and organizational learning. Develops and administers processes for maintaining data, documents, reports, and other information to effectively support enterprise project management and oversight, including regular briefings to key stakeholders for management and governance. This includes compiling status reports and summaries of key information for reporting to senior leaders, funding partners, and other stakeholders as required. Evaluates details submitted by department project managers as part of project intake activities, including but not limited to scope, risk analyses, preliminary cost estimates and funding, and technology needs, in support of review for approval for project funding, procurement actions, and other activities. Assists in efforts to consult with project initiators and assist in discovery and diagnostic processes; scrutinize project applications and justifications, including but not limited to scope, prioritization, schedules and phasing, budgets, risks, management plans, integration with agency strategic goals and objectives, etc. Serves as enterprise (agency-wide) liaison across departments to ensure programs and projects meet policy and procedure standards, regulatory compliance, and fit to safety, capital, and operating resources and requirements. Collaborate with the Director of Capital Programs, Director of Budget and Financial Analysis, and the Director of Finance to identify and implement training opportunities and ongoing support efforts for project managers such that project management disciplines, best practices, policies, and processes are well defined and uniformly supported across the agency. Represents the Executive department in oversight and management meetings, including with external stakeholders. Fosters accountability to budgets, schedules, contracts, and other requirements being met, and assist project teams in identifying and overcoming obstacles to success. Collaborate with the Director of Capital Programs, Director of Budget and Financial Analysis, and the Director of Finance to ensure active project monitoring, milestone reporting and deliverables, and identification and implementation of corrective actions as needed, to include ensuring that project efforts, including any changes, are integrated back to core business interests and strategic goals and objectives. Works with team to conduct evaluations of projects, including ex post analyses, to identify and report on successful and unsuccessful project elements and recommendations to improve and achieve targeted outcomes. Suggests and fosters use of best practices and tools for project execution and management. Provides key support to assist project managers to proactively address changes in scope, identify potential crises, and devise and deploy contingency plans. Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures. Performs other duties as required. Required Knowledge, Abilities and Skills essential to Job Functions : Demonstrated knowledge, abilities and first-hand experience as follows : Must have knowledge, skills, and abilities to be able to provide guidance and support to project managers and ensure effective coordination and compliance through the use of various processes and tools. Excellent project management and communication skills, including ability to coordinate, coach, mentor, train, and oversee others in project management activities. Ability to establish and maintain effective working relationships with staff across all organizational levels, as well as local, regional, state, and federal agencies. Internal controls appropriate for a public agency setting. Experience managing cross-functional project teams using leadership, communication, and negotiation skills. Knowledge of managing risks, scope, communication, issues, and cross-project dependencies. Full life cycle project management experience. Proficiency in project budget preparation and monitoring. Knowledge of organizational and communication skills to effectively manage concurrent projects and multidisciplinary teams with minimal supervision. Knowledge of project and process improvement orientation with experience in delivering solutions under very tight timelines. Experience in interfacing effectively across different levels and functional areas and demonstrated success at building team relationships and partnerships across organizational lines. Proven ability to coordinate and conduct project status meetings, presentations, follow-up reports, sending out of agendas and meeting minutes to business stakeholders. Knowledge of day-to-day controls of the project plans and schedules while balancing the needs for project success with the skills and capabilities of the project staff. Required Software Knowledge and Skills essential to Job Functions : Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with using software applications are expected. Software usage relevant to job duties will be evaluated. Software applications : Email, Internet, Microsoft Office Suite Training and / or Education : The Enterprise Project Management Officer shall have a minimum of a bachelor’s degree from an accredited four-year college or university in Business Administration, Public Administration, or other related field; Master’s Degree and PMI certification preferred. Required Experience : Minimum of seven years of progressive work experience in relevant grant and / or project management and oversight. Desired Experience : Public transit project management and / or grant experience preferred. Experience utilizing Microsoft D365 preferred. Licenses or Certificates : Possess a valid Driver's License. Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).
