The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

    Position Overview

    The Early Childhood Intervention and Special Education Specialist position is responsible for developing and supporting a statewide culture that assumes high expectations for all students, specifically those in early childhood intervention (ECI) and early childhood special education (ECSE) programs. This position is in the Special Education Technical Assistance Division within the Office of Special Populations and Student Supports (OSPSS). The specialist will execute statewide initiatives to support positive outcomes for students transitioning from ECI to ECSE and provide programmatic and technical assistance to program staff, agency staff, other state agencies and organizations, ESCs, school personnel, families, and other stakeholders regarding identification, evaluation, and provision of special education services for students ages 3-5. The specialist will oversee the Agency's implementation of continuously improving support infrastructures for programs and activities that support positive student outcomes.

    Additionally, this role will support best practices around inclusive services, transition from ECI to ECSE, and supports in ECSE programs. This work involves establishing, approving, and reporting on project plans, work plans, and measurement tools; reviewing policies, procedures, rules, and regulations to ensure alignment with resources; developing and tracking grant deliverables and budgets; evaluating service quality; and consulting with stakeholders to resolve problems and discuss program effectiveness.

    The specialist performs advanced (senior-level) consultative and technical assistance work related to ECSE services. This person will coordinate and provide programmatic and technical assistance around evidence-based programs, services, and interventions for students ages 3-5 and general special education to internal and external stakeholders. They will participate in intra- / inter-agency and national discussions to identify opportunities for collaboration and prioritize initiatives related to ECSE services. They will work under limited supervision with considerable latitude for initiative and independent judgment.

    Essential Functions

  • Policy Implementation, Alignment, and Compliance : Provide content knowledge, insight, and expertise on policies, procedures, statutes, and rules related to special education and provide related technical assistance to ESCs, LEAs, and other stakeholders who serve students with disabilities. Review resources to identify revisions due to policy changes and gaps to ensure effective policy implementation.
  • Evaluate Impact of Technical Assistance Resources & Professional Development : Lead and evaluate the impact and reach of technical assistance resources and professional development for internal and external stakeholders.
  • Lead Stakeholder Engagement : Engage with all stakeholders including other state agencies, professional organizations, ESCs, LEAs, families, and community members to be part of resource and program development, implementation, and improvement.
  • Effective Grant / Project Oversight and Implementation : Lead and support development and implementation of division initiatives with technical reviews, progress monitoring, and grant management; maintain grant paperwork, work plans, and metrics; make data-driven decisions for future work.
  • Statewide ECSE Representation : Stay current with research-based interventions and inclusive strategies for ECSE and transition from Part C to Part B. Lead statewide activities, develop resources and professional development for ESCs, LEAs, agency staff, families, and stakeholders regarding best practices, rules, regulations, and policies.
  • Qualifications

    Minimum Qualifications

  • Education : Graduation from an accredited four-year college or university
  • Experience : At least five (5) years of experience in special education programs that support students with disabilities
  • Substitutions : An advanced degree may substitute for two years of required experience
  • Other Qualifications

  • Share the belief that all Texas students can achieve at high levels and succeed in college, career, or the military
  • A degree in special education or related field with a concentration in early childhood is strongly preferred
  • Extensive experience working with ECSE and / or leading others in ECSE environments is preferred
  • Understands special education law, identification, and effective programming
  • Project management and change management skills
  • Computer skills and software literacy
  • Critical thinker with problem-solving abilities
  • Strong public speaking and adult learning facilitation skills
  • Ability to give and receive feedback with a continuous improvement mindset
  • Ability to manage multiple work streams with timelines in a fast-paced environment
  • Strong written and oral communication; ability to review materials for content and accuracy
