This position is only open to Colorado state residents.

New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

About the Work Unit

The R2 Access Unit reviews development proposals, including engineering studies and collaborates with CDOT Specialty Units and local agencies to develop and permit highway accesses to optimize highway safety and traffic operations. The Access Unit also prepares legally binding contracts for access to state highways, including any necessary highway improvements related to the access.

About the Position

This position serves as a Staff Authority on managing CDOT's Access Permitting for CDOT and private projects

Major duties and responsibilities include, but are not limited to :

Review Development Planning Referrals

  • Be an expert on the SHAC, access permits, state statutes, and other rules, policies, and guidelines related to state highway access.
  • Set up, attend, and lead early assistance meetings with property owners, developers, and local agency officials; communicate access permitting requirements and answer questions related to the process.
  • Review proposed development plans referred to CDOT by local agencies and provide feedback on SHAC applicability, proposed access location(s) based on SHAC standards, including access classification, access spacing, possible sight distance issues, and operational issues.
  • Review the documents that are submitted to determine if they are adequate; if not, communicate the issues back to the applicant.
  • Distribute development documents to CDOT Specialty groups for review and comment. Consolidate and present all group comments in correspondence to developers and local agencies.
  • Perform site visits at the proposed access locations and observe traffic patterns, driver behavior, and perform measurements for use in evaluation.
  • Perform research for past development evaluations, agreements, permitting, and any other relevant information, including subdivision plats and easements.

Review Access Permit Applications

  • Be an expert on the SHAC, access permits, state statutes, and other rules, policies, and guidelines related to state highway access.
  • Set up, attend, and lead pre-application meetings with property owners, developers, and local agency officials; communicate access permitting requirements and answer questions related to the process.
  • Reviews proposed developments in pre-application meetings and provide feedback on proposed access location(s) based on SHAC standards, including access classification, access spacing, possible sight distance issues, and operational issues.
  • Determine what documentation (property ownership, deeds, easements, delegation authority, etc.) must be submitted with an access permit application. Review the documents that are submitted to determine if they are adequate; if not, communicate the issues back to the applicant.
  • Review proposed projects / developments and associated traffic volumes and potential impacts to determine if a Level 1, 2, or 3 traffic impact study is required for the access permit application.
  • Review development plans forwarded to CDOT by local agencies to determine if a CDOT access permit is required; provide comments back to the local agency regarding CDOT's requirements for the development.
  • Perform site visits at the proposed access locations and observe traffic patterns, driver behavior, and perform measurements for use in evaluation.
  • Perform research for past development evaluations, agreements, permitting, and any other relevant information, including subdivision plats and easements.
  • Duty : Prepare Access Permits and Form 138s

  • Coordinate with the Permits Program Manager and other CDOT units (engineering residency, environmental, right-of-way, hydraulics, traffic operations) on the special terms and conditions for access permits.
  • Prepare Level 1 (no access or highway improvements) and Level 2 (access improvements) access permits and Level 3 (direct highway improvements), including writing the special terms and conditions for the access permits.
  • Assists the Permits Program Manager in managing the access program including identifying and determining strategies to ultimately improve the safety of the region's highways by implementing access management techniques in both CDOT project plan review through Operations Evaluations and private development highway improvement projects through CDOT Access Permits.
  • Assist CDOT Project Managers with the Form 138 Process.
  • Participate in any appeals process initiated by the property owner and providing testimony if required.
  • Communication, Coordination, Customer Service, and Education

  • Composes and issues written correspondence to, and communicates orally with, access permit applicants regarding SHAC standards, CDOT policies, access permit requirements, approvals, denials, and potential design waivers.
  • Instructs and educates local agency officials, private interests, and CDOT personnel regarding CDOT's access management program and the SHAC, including the impacts of access location and configuration on the safety and efficiency of the state highway and local road system.
  • Represents CDOT as an access management subject matter expert in public meetings and forums.
  • Composes and issues written correspondence to non-compliance and illegal access owners to bring the accesses into compliance.
  • Prepares and conducts presentations and access management education and outreach on a regular basis with local entities, the public and internal staff to educate people on the access permitting processes and requirements. This position will determine the format and schedules of when presentations will benefit a local entity, the public and internal CDOT staff. Educational outreach is essential with high local entity turnover rates and with new and experienced internal CDOT staff.
  • Assist with Preparing Access Control Plans (ACP)

  • Assist the Permits Program Manager with preparation of Access Control Plans.
