Job Description
Work involves preparing financial statements, records, documents, and reports; assists with establishing, maintaining, and / or overseeing accounting systems, procedures, and controls; and assists with the development and review of procedures, policies, rules, and regulations. Trains staff and provides guidance to others on posting journal entries and adjustments. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions
Processes daily deposits in CAPPS, USAS, TABC Alcohol Industry Management System (AIMS) and Versa Regulation (VR). Prepares refunds of revenue in CAPPS, VR, AIMS, and Texas.gov Texas Payment Engine (TPE). Assists with tracking revenue data in Excel spreadsheets. Serves as backup to review electronic fund payments of excise tax and approve journal voucher into CAPPS and USAS to record revenue to appropriate revenue accounts. Maintains adequate records of expenditures, funds, appropriations, and expenses, as well as revenue collected and deposited. Researches and reconciles discrepancies in accounts including reconciling default and suspense accounts for credit card, automated clearing house (ACH), wire transfer, cash, and check transactions. Includes monitoring daily interface files and correcting discrepancies; reconciling between USAS, CAPPS, Versa Regulation (VR), Alcohol Industry Management System (AIMS); and completing appropriation control and lapse journal entries. Researches emailed customer payment inquiries. Communicates with vendors or customers via telephone inquiries. Assists Business Services Revenue Manager with defect writing for issues in AIMS and testing defects. Updates and creates procedures based on new functionality and makes recommendations for new procedures and enhancements. Books and reconciles all capital asset and surplus sales transactions in USAS, SPA, and CAPPS for accuracy and conformance with established standards and procedures. Prepares monthly bank reconciliation for Ports of Entry (POE) bank accounts, prepares monthly cigarette tax entry, and reconciles and reclassifies POE's monthly cash revenues to the correct account code. Develops, coordinates, and produces complex reports and queries for monitoring and reporting agency information and serves as backup to the Business Services Revenue manager for Monthly Revenue reporting. Assists with preparing Annual Financial Report entries. Provides guidance to staff on nonroutine journal entries. Performs other duties as assigned.
Minimum Qualifications, Knowledge, Skills, Abilities, License / Certifications
Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field. Experience and education may be substituted for one another. AND Two (2) years of full-time work experience in revenue accounting and financial operations; Experience with processing agency deposits / funds; and Experience with handling high volume of incoming mail / checks. OR Graduation from a standard senior high school or equivalent; and Six (6) years of full-time work experience in stategovernmental accounting and financial operations. Knowledge of governmental accounting; of budget control methods, policies, and procedures; and of state comptroller laws and regulations pertaining to financial operations. Skill in the use of office equipment and computer software to include calculators, USAS, TINS, CAPPS, Word, and Excel. Ability to interpret and apply accounting theory to transactions, to work accurately with numerical detail, and to analyze, consolidate, and interpret accounting data. Ability to analyze, recommend, and test improvements, adaptations, or revisions to the accounting system and accompanying procedures. Ability to communicate both orally and in writing. Ability to maintain professional working relationships with agency personnel and the public. Ability to work accurately with particular attention to detail and meet strict deadlines. Registration, Certification or Licensure : Possess a valid Texas driver license.
Physical Requirements / Supplemental Information
This position functions in a standard office environment with a regular schedule of Monday Friday between the hours of 8 : 00 a.m. to 5 : 00 p.m. This position also requires the ability to lift 10 pounds and repetitive use of a keyboard and mouse at a workstation. This position is required to work in the office, however it is eligible for teleworking after initial training is conducted and the candidate has demonstrated competency and the ability to work independently. For telework, must have a secure, dedicated workspace with internet service, ability to maintain a reliable consistent work schedule and be available for meetings and group collaboration via Microsoft Teams and other applications during regular business hours.
