Training And Development Specialist

Performs highly complex (senior-level) training and development work. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

50% Plan, design, and develop course content for delivery to TABC personnel and external partners.

50% Develop methods for the assessment and evaluation of training effectiveness.

50% Participation, coordination, and delivery of training content for New Agent Schools, Commissioned Peace Officer (CPO) In-Service Training, and all other CPO-related training.

50% Participation and coordination of training for non-CPO TABC divisions.

50% Develop policies and procedures for training programs.

50% Facilitate workshops and meetings.

50% Participate in the planning and developing of specialized training and staff development.

50% Participate in solving training problems and ensuring the effective use of modern training methods and techniques.

50% Promote the use of training services.

50% Compile data and prepare reports.

50% Analyze training content for accessibility and recommend changes to remediate accessibility issues.

20% Review and evaluate course content for external training projects. Coordinate with subject matter experts, agency personnel, or external partners to collaborate on training content. Coordinate with training venues, external training providers, and other training related entities. Research training opportunities for TABC personnel. Manage routine to complex contracts for training services.

15% Review, evaluate, and report completed training to the Texas Commission on Law Enforcement (TCOLE). Maintain a working knowledge of TCOLE rules and regulations. Evaluate TABC CPOs training mandates and proficiencies for adherence and development.

10% Recruitment for all TABC positions. Coordinate with Basic Peace Officer Academies, job or recruitment fairs.

5% Other duties as assigned

MINIMUM QUALIFICATIONS : Education : Graduation from an accredited four-year college or university with major coursework in organizational development, education, or a related field.

Experience : Three years' experience in training work.

Applicable Substitutions : Experience and education may be substituted for one another.

Qualifications : Texas Commission on Law Enforcement Peace Officer License.

Knowledge of training procedures and techniques.

Knowledge of learning management and learning content management systems.

Knowledge of group processes, group dynamics and interpersonal relations.

Knowledge of instructional design and curriculum development.

Advanced skill in solving problems; oral and written communication, in instructing others, and in facilitating workshops.

Skill in the use of computers and applicable software.

Possesses strong leadership skills

Communicates clearly and effectively.

Possesses strong public speaking skills.

Advanced ability to formulate learning objectives, to develop training objectives, and evaluate the effectiveness of training.

Ability to assess training needs.

Ability to supervise the work of others.

Exhibits the ability to think creatively to devise new and more efficient training strategies and office procedures.

Demonstrates familiarity with Microsoft Word, Power Point, Excel, and Outlook.

Possess a valid Texas driver's license, if applicable.

Basic Instructor Certification (Must be obtained within 12 months of hire).

This position functions in a standard office environment. Must be able to move around the office to access filing cabinets, office equipment and move up to 20 pounds. Must be able to communicate and exchange information via phone, computer, in person and via electronic media. Must be able to perform repetitive use of a keyboard at a workstation. Must be able to work with overlapping deadlines.

This position is expected to work in the office but may be eligible for situational or hybrid telework schedule upon completion of an initial probationary period. For teleworking, must have a secure, dedicated workspace with internet service, ability to maintain a reliable consistent work schedule and be available for meetings and group collaboration via Microsoft Teams or other platforms / applications during regular business hours.

Certified Peace Officers (CPOs) : All TABC certified peace officers are required to comply with the physical standards annually as a condition of their employment (Texas Government Code, Chapter 614, Subchapter J, section 614.172).

Ability to meet the physical demands of a job that includes bending, moving, carrying heavy objects (minimum of 80 pounds), executing forcible arrests, and operating a motor vehicle over sustained periods of time.

Good physical condition, capable of strenuous physical exertion and have no physical disabilities which would interfere with police duties; visual acuity not exceeding 20 / 200 uncorrected or 20 / 30 corrected; and no color blindness.

May work in adverse weather conditions.

Must be willing to work a variety of shifts, including nights, weekends and holidays as assigned.
