Deputy City Manager
Under general administrative direction, provides assistance and support to the City Manager including analyzing and implementing policies and procedures; oversees intergovernmental relations in the areas of service delivery and legislative issues; manages and coordinates programs and activities of economic vitality with the City Manager's Office and the Community and Economic Development Department; provides highly responsible and complex administrative support to the City Manager, City Council and Department Heads. This position is designated as "at-will", serving at the pleasure of the City Manager, and subject to discharge without notice and right of appeal.
Essential duties and responsibilities include :
Provide assistance and support to the City Manager; analyze and implement policies and procedures; assists in the preparation and oversight of the City Manager's budget.
Participate with the City Manager in framing Council's vision and strategies for accomplishing organizational initiatives.
Represents the City's interest and position before legislative and rule-making authorities at all levels of government; review and analyze legislation for impact on the City; work with legislators to develop or influence legislation; recommend policies and procedures; advocates on federal and state legislation that impacts the City.
As designated by the City Manager, maintains communication with other jurisdiction officials to coordinate regional issues and represent the City.
Supports the City Manager with City Council, employee and resident group discussions, work sessions and meetings; makes presentations on various projects or issues to the City Council, commissions, or other internal or external agencies or organizations; keeps the City Manager informed about projects and issues of importance to Council.
Oversees public communications and community engagement; works with departments to provide a high level of customer service to the community; resolves difficult and / or complex citizen complaints on behalf of the City Manager and / or City Council.
Designated as the Public Information Officer (PIO) for the City; coordinates the release of media, public and incident-related information; manages and participates in the writing of press releases, newsletters and special publications concerning the City or community issues for distribution to the media; may serve as a spokesperson for the City.
Serves as the City website content manager and establishes policies and standards related to the website.
Designs and implements marketing strategies and outreach materials to ensure public exposure to program offerings through print publication design, website editing, social media, e-newsletters, and other applicable mediums.
As designated by the City Manager, serves as project manager for a variety of special initiatives; facilitates project activities and resolve problems; develops and submits project reports to the City Manager and City Council, as needed.
Manages and coordinates programs and activities of economic vitality with the Community and Economic Development Department including support, education, resources and opportunities for businesses; work with the Chamber of Commerce to develop and grow business assistance programs; perform complex research and analysis related to City revenue and tax analytics.
In collaboration with the Community and Economic Development Department, acts as liaison between the City, Chamber of Commerce, Property Business Improvement District (PBID), tourism bureau, and the private sector for business vitality, retention, expansion and attraction; coordinates contracts and activities to meet the City's tourism goals.
Oversees Lead for America Fellowship Program and coordinates the work of fellows assigned to the City.
Assists the City Manager and Human Resources in developing employee initiatives; helps promote employee engagement through recognition, communication, surveys, newsletters and developing a culture that is consistent with the City's mission, vision and core values.
Oversees federal and state grant opportunities, including forecasting future grant strategies, supporting City departments in grant applications and tracking and monitoring grant programs and awards including, but not limited to, grants supporting economic vitality and the Federal Emergency Management Administration (FEMA).
In collaboration with the Emergency Services Coordinator, responds to significant emergency situations; gathers, verifies, coordinates, and disseminates meaningful and timely information about the incident to the public and city departments.
Assists in coordinating the activities of the City Clerk's Office including agenda preparation, coordination of meetings, ballot measures and public records requests.
Minimum qualifications include :
Education : A Bachelor's Degree from an accredited college or university with major course work in public administration, business administration or a related field. A Master's degree in a related field is desirable.
Experience : Three years of increasingly responsible administrative and analytical experience within a local government environment.
License; Certificates; Special Requirements : A valid class C California driver's license.
Knowledge of : Organization, operation, and services of the City and of outside agencies as necessary to assume assigned responsibilities; principles, practices, and techniques of public administration and local government administration; Principals and practices of program development and administration; principles and practices of municipal budgeting preparation and finance, and contract administration; principles, practices, methods, and techniques of conducing community and media relations, public information, including public outreach and marketing strategies; operational characteristics, services, and activities of an Economic Development program; economic development incentive and financing methods, trends and practices; business retention and recruitment principles and strategies; operations, services and activities of an office administrative support program; Functions of public agencies, including the role of an elected Council and appointed boards and commissions; rules and procedures governing the notice and conduct of public meetings; pertinent federal, state, and local laws, codes and regulations; research and reporting methods, techniques and procedures; communication techniques used to gather, evaluate and transmit information; written communication techniques for report writing and preparing correspondence, policies and procedures; oral presentation techniques and practices; and modern office procedures, methods and computer equipment and applicable software.
Ability to : Plan, organize and carry out a full range of administrative and analytical assignments from the City Manager with minimal supervision and direction; perform difficult and complex analysis and research on a variety of administrative topics, identify alternatives solutions, projects consequences of proposed actions, and implement recommendations in support of goals; analyze, interpret, summarize and present administrative and technical information and data in an effective manner; prepare clear, concise, comprehensive administrative, financial and technical reports; identify and respond to sensitive community, organizational, and City Council issues, concerns and needs; respond to inquiries or complaints from customers, regulatory agencies, or members of the business community; read and interpret complex data, information and documents; understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities; understand, interpret, explain and apply applicable federal, state and local policies, laws and regulations; communicate effectively both orally and in writing; establish and maintain effective relationships with City officials, employees, representatives from other agencies and the public; exercise good judgement, flexibility, creativity, and sensitivity in response to changing situations and needs; work well under pressure to meet deadlines.
Physical and Environmental Demands : Prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities; grasping, repetitive hand movement, and fine coordination in preparing reports and other communications and entering data using a computer. Additionally, the position requires near vision in reading on the computer, and acute hearing is required when providing phone service and communicating in person. The need to lift, drag, and push files weighing up to 25 pounds also is required.
