Minimum Qualifications :
Six years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in any one or combination of accounting, economics, finance, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree with twenty-four semester hours in any one or combination of accounting, economics, finance, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus one year of experience in accounting, auditing, financial operations, payroll, or banking.
Experience Substitution : Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
About the Role :
This advanced-level position serves as a senior fiscal analyst and technical specialist within the Treasury's centralized banking services program. The incumbent is responsible for conducting complex financial analyses, auditing banking transactions, and overseeing the reconciliation of the state's central depository account, which processes over $127 million in daily transactions. The role requires expert knowledge of governmental accounting, banking practices, and Treasury's financial systems. Additionally, the incumbent provides functional supervision to less experienced analysts and assists in training staff.
Key Responsibilities :
Perform daily audits and reconciliations of the state's central depository account and investment transactions.
Investigate and resolve discrepancies in banking transactions by coordinating with financial institutions and state agencies.
Act as the system administrator for bank reconciliation software, providing technical support and training.
Prepare financial reports and reconciliations for trust and investment accounts.
Support audits by assisting the Legislative Auditor's staff with financial analysis.
Provide guidance to agency fiscal officers on reconciliation issues and oversee junior analysts on special projects.
Assist with special Treasury management projects and serve as a backup for other staff as needed.
What We're Looking For :
Experience : Demonstrated expertise in accounting, auditing, budgeting, or financial management. Experience with LaGov or similar financial systems is highly desirable.
Knowledge : Familiarity with state constitutional and statutory requirements is an advantage.
Skills : Strong analytical, problem-solving, and communication skills are essential.

Appointment Type : This position will be filled by way of an internal promotion with a current classified permanent Treasury employee. Applicants outside of Treasury are not eligible for consideration.
