Operations Manager (Infrastructure)
Under the general direction of the Public Services Assistant Director, the Operations Manager (Infrastructure) supervises Streets, Wastewater, Stormwater, and Reclaimed Water Division personnel. The position develops the scope of work for contract support and the purchasing of supplies and materials in accordance with the City Purchasing Policy. The Operations Manager also oversees bid and purchasing processes and manages contractor performance.
This is professional work of a difficult and highly responsible nature in the administration and direction of the Public Services Department day-to-day operations. Work involves appropriate personnel management practices, the application of sound management and administrative principles and practices, and a high level of technical knowledge and skill to direct a wide variety of public infrastructure maintenance operations. Work is performed in accordance with established policies and procedures; however, the Operations Manager has wide latitude for independent decision making and judgment in how work goals and objectives are achieved.
Responsibilities include :
- Exercises leadership with positive guidance and motivation. Applies sound personnel management practices in accordance with the City Personnel Policy for time and attendance, payroll, time off, hiring, training, certification maintenance, promotions, performance evaluations, and discipline.
- Manages daily operations to maintain, streets, alleys, signage, sidewalks.
- Manages daily operations for utility services, including the City-owned wastewater collection system, stormwater collection system, and reclaimed water distribution system. Coordinates with other utilities (streets, stormwater, potable water, electric, and cable) as needed.
- Ensures a high level of customer service by prioritizing and responding to work order requests from the public and other city departments. Schedules staff and resources to complete tasks, follows up to confirm completion and satisfaction, investigates complaints, and responds to emergencies after hours as required.
- Administers city contracts and agreements for daily operations, including, but limited to, street sweeping, solid waste collection, and reclaimed water repairs.
- Determines cost-effectiveness of contracted work; prepares contracts and purchases for vendors and coordinates services.
- Utilizes work order software to plan, prioritize, and track daily workflow; uses collected data to effectively manage resources and improve operational efficiency.
- Approves daily operating expenditures, tracks operating costs using financial software, generates purchase orders, and ensures adherence to the City's Purchasing Manual.
- Continuously evaluates performance and productivity; identifies new and innovative ways to improve through personnel management, workflow optimization, emerging technology, and equipment enhancements.
- Oversees smaller in-house projects and provides input on major construction projects involving infrastructure.
- Coordinates and provides staff and resources for special events; serves as liaison for external partners such as Southwest Little League, Pinellas County, PSTA, FDEP, and FDOT.
- Serves on committees as assigned, such as the Solid Waste Technical Management Committee (TMC), and Pinellas Partners in Recycling Committee (PPR).
- Prepares for Emergency Operations and performs related tasks as required or assigned
- Performs related duties as required or assigned.
Minimum Qualifications, Licenses, Certifications :
Bachelor's degree from an accredited college or university in Public Administration, Engineering, Applied Science, or a related field.Minimum of three (3) years of supervisory experience in a public works-related field or directly supporting position.Experience in the administration and supervision of public works activities.Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.Special Requirements :
Must be available to lead and manage personnel and perform strenuous or challenging tasks during emergency operations, including citywide evacuations and severe weather events.Possession of a valid State of Florida driver's license; CDL preferred.Training and certifications in parks, streets, facility maintenance, stormwater, wastewater, reclaimed water, or related public works operations are highly desirable.Ability to obtain Intermediate Temporary Traffic Control, Wastewater Collection, Stormwater, Sedimentation & Erosion Control, APWA Supervisor / Manager training within one year of hire.Must complete National Incident Management System (NIMS) 100, 200, 300, 700, and 800 training within six (6) months of hire.Emergency Response Status : As a condition of employment, City of St. Pete Beach employees may be required to work during declared or undeclared emergencies. All employees are subject to recall around the clock for emergency operations, which may require irregular hours, alternative work locations, and duties outside of normal job responsibilities.Knowledge, Skills, Abilities, Physical and Environmental Conditions :

Extensive knowledge of methods and practices related to the equipment, operation, maintenance, and repair of public utilities.Knowledge of occupational hazards and applicable safety precautions.Exceptional interpersonal and communication skills with the ability to maintain effective working relationships with staff, peers, officials, and the public.Proficiency in Microsoft Office and familiarity with financial, work order, GIS, and irrigation management software.Proven ability to plan, direct, and coordinate public works programs effectively while maintaining high levels of customer satisfaction.Ability to prioritize and oversee diverse tasks in a fast-paced environment with professionalism and composure.Skill in maintaining accurate records and preparing clear, concise reports.Physical Requirements and Working Conditions :
Position involves both office and field work. Exposure to inside and outside environmental conditions, noise, vibration, hazards, atmospheric conditions, and other factors related to parks, public works, infrastructure, and utilities operations.Requires use of computers and repetitive motion.Vocal communication is necessary for expressing or exchanging ideas verbally.Hearing is required to receive information at normal spoken word levels.Visual acuity is required for preparing and analyzing data, operating vehicles or equipment, assessing work accuracy, and observing surroundings and activities.
