The North Carolina Department of Labor is charged by statute with promoting the health, safety and general well-being of the workers in the state. The laws and programs the Department administers affect every worker in the state. The Department is organized into three primary divisions which carry out the Department's principal regulatory, enforcement and promotional programs, and the administrative operations. Primary Purpose of the Position

Primary Purpose of the Position : The purpose of this position is to manage the NCDOL Library which consists of nearly 14,000 labor-related items (e.g., books, journals). The librarian is responsible for tracking expenditures on library materials, supplies, equipment and equipment maintenance. The librarian provides library reference and research assistance to Department of Labor employees and streaming video access to the general public. This position will serve as the department historian and archivist. This position will also have responsibilities of managing the mail room, taking photos for the department at agency events, and managing public records requests pertaining to the library.

Description Of Work

15% Photography. Responsible for taking photos at Agency events and posting them to Social Media accounts. They will manage the Safety Awards photos and mail them out after the banquets.

10% Public Records. Responds to public records requests as applicable.

10% Historian and Archivist. Manage the library historical records and archives.

10% Manages the mail room. Conducts mail runs to the Old Revenue Building, Labor Building and the Lake Boone Trail Field Office.

10% Streaming Video Service. Registers patrons for accessing the streaming video service. Manages patron accounts on the platform to ensure accounts are active and delete inactive accounts as applicable.

10% Fiscal management and collection development. Manages the library budget, tracks expenditures and payments, orders and receives materials as needed or requested, and renews annual subscriptions timely (i.e., reference USA, Streamery).

10% Reference Service. Provides information from the library collection and electronic resources to department employees. Assists internal patrons in using and accessing electronic resources and print materials. Maintains user aids such as the listing of available consensus standards (e.g., ANSI) and related publications available in the library and the special collections listing.

5% Other Duties / Special Projects. Additional duties and special projects as assigned. The librarian will be expected to complete all assigned special projects, outreach efforts and safety program related assignments in a professional manner within the specified time frame.

5% Collection Organization, Physical Facilities and Equipment. Catalogs library materials that require cataloging. Maintains equipment and furniture and purchases new equipment when necessary.

5% Policy & Procedures. Plan, prioritize, and prescribe the section processes needed to achieve objectives within the framework of relevant laws and departmental policies. Update the library policy and procedures manual as needed to ensure accuracy. Participate in the management of the bureau through team collaboration with other employees to meet the mission of the Department of Labor. Assist in meeting strategic plan goals.

5% Library Promotion. Submits articles promoting library resources to the Labor Ledger and Labor NC Newsletter. Periodically updates relevant library webpages (i.e., listing of library publications, special collections list).

5% Quality Assurance. Oversee the function of the section using the bureau’s quality procedures to ensure the quality of products and services and to achieve continual improvement.

Qualifications

• Knowledge of library and information science principles, methods and practices, as well as research and reference materials and processes. Ability to formulate sound searching strategies. Ability to use current library technologies such as bibliographic databases, communication software, word processing and spreadsheets.
• Prior experience taking quality photos at events.
• Problem solving ability. General knowledge of business, law, health and safety principles, state and federal government agencies and publications. Highly motivated, self-directed individual able to work in a team environment. Must have strong service orientation, flexibility, and a commitment to providing library services in a constantly changing high-technology environment. Active listening, effective communication and interpersonal skills are essential.
• Ability to express ideas clearly in writing and orally. Ability to establish and maintain effective working relationships with library users.
• Valid driver's license required.

Master's degree in library and information science or a related discipline from an appropriately accredited institution; or equivalent combination of education and experience.
