Summary

This position is responsible for supervising and leading initiatives for the Identity and Access Management team. This includes managing and monitoring specific cyber security information systems by ensuring compliance, leading the response to cyber security incidents, and researching and maintaining awareness of the latest cyber threats and vulnerabilities. The role provides leadership with City technology and business teams to ensure that technical and compliance security requirements are met. As a member of the Innovation and Technology Cyber Security team, this individual will manage and monitor operational-related security systems and initiatives to support technology infrastructure, enterprise applications and services, and will develop efforts to automate cyber security processes to reduce risk to Charlotte.

Essential Duties & Responsibilities

  • Lead and execute security tasks related to technology projects or initiatives
  • Provide advanced leadership in evaluation and implementation of cyber security requirements for technology systems
  • Manage specific security operations and infrastructure
  • Manage specific security tools, systems, and technology
  • Configure and install cyber security systems including after-hours maintenance windows
  • Work with different departments to reduce risk
  • Research and recommend new technology that reduces risk for the City
  • Audit policies and controls continuously
  • Ensure cybersecurity stays on the organizational radar
  • Manage the security incident response program
  • Develop and direct implementation of security standards and best practices
  • Develop remediation plans for any gaps in audits or process improvements
  • Recommend security enhancements to Chief Security Officer
  • Recommend fiscal functions within the Cyber Security budget to the Chief Security Officer
  • Work efficiently, independently with limited supervision
  • Perform other related duties as assigned
  • Skills In

  • Experienced with Microsoft Active Directory and Group Policy
  • Experienced with administrating Microsoft 365
  • Experienced with Okta, integrating Identity Providers, Single Sign-On (SSO), OpenID Connect (OIDC) and related IAM concepts
  • Strong understanding of Public Key Infrastructure and Certificate management
  • Interpersonal skills necessary to develop and maintain effective and appropriate working relationships
  • Excellent communication and interpersonal skills
  • Proficient with technology, particularly Microsoft Office, computer software applications, and telephony systems
  • Ability to address customer complaints and operational issues efficiently
  • Demonstrate problem solving, leadership and customer service skills
  • Demonstrate the ability to work well under pressure, handle multiple tasks and work effectively in a team environment

  • Minimum Qualifications

    High School Graduate or Equivalent and seven (7) years of related work experience

    OR

    2 Year College Degree and five (5) years of related work experience

    OR

    Bachelor's Level Degree and three (3) years of related work experience

    OR

    Master's Level Degree and one (1) year of related work experience or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills, and abilities to successfully perform the essential job duties.

    Requirements

  • Must be located in or near Charlotte, NC.
  • Must work in office at minimum two days a week.

    The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
