The ACN executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and / or discipline lines and, influence the organizational healthcare mission.

The Associate Chief Nurse (ACN) Primary Care position is responsible for nursing services provided in Community Based Outpatient Clinics in St Charles County, St Louis County and Franklin County in Missouri and St Clair County and Scott AFB in Illinois; John Cochran and Jefferson Barrack Primary Care Clinics, Women Clinic and annexes at Manchester Avenue and Washington Avenue. The ACN functions as an advisor, administrator, educator, consultant, and mentor who possesses a wide range of experience and leadership ability.
The ACN Primary Care provides senior leadership and oversight for daily clinical and administrative operations within nursing as directed by the Deputy Associate Director for Patient Care Services (DADPCS) with oversight by the Associate Director Patient Care Services (ADPCS) Responsible for ensuring the delivery of nursing care to Veteran patients and managing nursing personnel within Primary Care units. Responsible for assessing and recommending the allocations of human and material resources, in determining staffing levels, managing overtime, and recruitment and retention of nursing staff.
The ACN Primary Care is responsible for the integration and collaboration of nursing with other professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goals. They champion a High Reliability Organization (HRO) with a lifestyle of safety founded on a systems approach to developing evidence-based health care solutions based on prevention, not punishment, with collective mindfulness. Fosters a climate for practice that enhances job satisfaction through mutual responsibility for productivity and quality improvement.
The ACN Primary Care collaborates with interdisciplinary team members, including other program and service leaders at the facility and network. They work closely to establish and maintain effective relationships with all levels of Veteran Affairs (VA) staff nationwide. Collaborates to develop goals and objectives that support the strategic plan, meet the needs of the Veteran, and result in positive clinical and administrative outcomes.
The ACN Primary Care relates effectively with customers, families, and the community as well as program and service leaders at the local and network levels. They assist the DADPCS with healthcare operations and the functions and activities expected of them. The ACN Primary Care contributes ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of nursing. Ensures the Primary Care programs follow statutory law, accrediting organizations, and Veterans Health Administration (VHA) regulations, policies, and procedures.

Physical Requirements : This position may include a level of physicality normally associated with duties performed by nurses such as direct patient care, and potentially long periods of walking, standing, sitting, moderate lifting, repeated bending, or kneeling. Examples may include but are not limited to : Significant amounts of time standing assisting assigned patients. Utilization of safe patient handling and mobility protocols. This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must comply with any Employee Health requirements as a condition of employment. This includes but is not limited to carrying / lifting 45 pounds and over; walking and / or standing for eight hours at time; and kneeling and repeated bending throughout shift. In the performance of duties, the incumbent may be required to drive and / or ride in GSA-vehicles.
