Waste Water Accountant
Promotional only. One current vacancy. 35 hours per week position. Under general supervision, performs various accounting functions for the Wastewater Department. Work involves coordinating, monitoring, and overseeing departmental fiscal duties including but not limited to budgeting, purchasing, deposits, reimbursements, telephone bids, and post award contracts. Reports to the Office Manager III and Executive Coordinator.
Essential job functions include working closely with the Wastewater Director and Assistant Director on the preparation of the department's annual budget, monthly budget reports, journal entry preparation, and fiscal year-end procedures; providing assistance to Finance with paperwork and correct documentation; working closely with the Office Manager III and Executive Coordinator on tying requisitions, purchase orders, and invoices to contracts in order to provide tighter controls over expenditures of public funds; working closely with the Office Manager III and Executive Coordinator on post-award contract matters related to compliance, renewals, amendments, change orders, insurance, expiration dates, and contract balances; working closely with the Purchasing Department on matters related to procurement, requisitions, purchase orders, fixed assets, and surplus materials; working with vendors to resolve billing discrepancies; ensuring consistent and equitable monitoring actions on purchase orders and invoices; monitoring contract activity to determine necessity for amendments and renewals; maintaining knowledge of standard practices in the files of local government, wastewater procurement, and best practices in quality assurance and / or continuous quality improvement; preparing and processing invoices, receipts, requisitions, journal entries, and check requests; reviewing documents for completeness and accuracy; verifying adequate funding is available and properly coded for budgetary account in order to conduct payments, procurement, and / or services in a timely fashion and without interruption; reconciling accounts to appropriate reports; assuring vendors are processed accurately and in a timely manner; maintaining department records and files, expenditures, revenues, contracts, fixed assets, annual report, and operating and capital budget; providing summaries and analysis to the Wastewater Director and Assistant Director in department fiscal matters on weekly, monthly, quarterly, and yearly basis; researching inquiries regarding purchase orders, requisitions, payments, contracts, deposits, fixed assets, payroll, and reimbursements; operating a variety of office equipment and machinery such as copy machine, fax machine, desktop computer, printer, etc.; using a variety of tools such as standard office tools, etc.; a variety of supplies such as general office supplies, etc.; and a variety of computer software such as word processing, spreadsheet, database, accounting, or other programs; interacting and communicating with various groups and individuals such as the Wastewater Director and Assistant Director, other City departments, vendors, and the general public.
Additional job functions include performing other related duties as required and reporting to work during emergency situations, including, but not limited to, city-wide declared emergencies.
Minimum qualifications include being a current, permanent employee of the City of Kenner, requiring a high school diploma or equivalent and three years' experience in bookkeeping and / or an accounting related area, such as data entry for accounts payable and journaling of transactions; successful completion of at least twelve (12) semester hours of accredited college accounting coursework may substitute for one year of the required experience. Examination : Rating of training and related experience weighted 100%.

Coverage is effective the first of the following month, following full-time employment. Dependent coverage is also available. The City of Kenner also offers voluntary insurance plans : dental, vision, and supplemental insurance plans (voluntary life, cancer, accident, critical illness, hospital confinement, long-term disability, and short-term disability). Life insurance : All full-time employees are insured under a Group Life Insurance policy through Prudential Life Insurance Company. The coverage is one and half times the employee's salary, up to $300,000. The policy also provides a Basic Accidental Death and Dismemberment benefit. The premium cost is covered by the City of Kenner. Coverage is effective the first of the following month, following full-time employment. Retirement system : The City of Kenner's regular full-time employees are enrolled with the Municipal Employees Retirement System of Louisiana. Both the City of Kenner and the employee contribute the required percent to the system. The employee's contributions are kept on account and will be refunded, if the employee leaves employment before they are retirement eligible. Deferred compensation : The City of Kenner currently participates in a 457 Plan with MassMutual. This is a voluntary investment program that the employees are allowed to participate in at a contribution rate of their choice (must be within the designated maximum and minimum limits, as set for by Plan Document). The City of Kenner does not contribute to the 457 Plan. Holidays : Sixteen paid official holidays are observed, plus any other holidays which may be declared by the Mayor. Annual and sick leave : Eligible Kenner employees earn annual leave and sick leave. Accrual of hours will increase based on the number of years of service. Working test period : Upon appointment to a position in the classified service, the employee shall serve a working test period of six (6) months, unless extended.
