Survey Party Chief / District Five / District Design / Surveying and Mapping Office

This position will lead and supervise the activities of the survey crews to successfully achieve a coordinated effort for all field-related activities.

Annual Salary Range :

$59,490.62 – $76,987.86

Your Specific Responsibilities

Directs and supervises the activities of the field survey staff to successfully achieve a coordinated effort leading all field related activities of the group. Supervises employees by spending the majority of the time communicating with regularly, motivating, training, evaluating, planning and directing employees' work. Discusses plans, goals, schedules, and issues regularly with the District Land Surveyor and District Location Surveyor. Maintains appropriate work environment for employees through effective communications, adherence to best management practices, and the department's policies and procedures. Promotes the department's business model and contributes to the success of the department's mission and vision. Provides direction for all activities related to employee relations and personnel actions. Keeps supervisor apprised of such activities. Administers, supervises, develops, and manages the resources (staff, equipment, and materials) of field survey unit. Assigns all work to the field survey unit.

Oversees and directs survey crews in the following types of surveys : horizontal control, vertical control, alignment retracement, right of way surveys, aerial photography control, topography, profiles, cross sections and digital terrain models, storm sewers and drainage systems, underground utilities, bridges, outfalls and water retention areas, jurisdictional wetlands, construction surveys, retracement of original boundaries in the re-establishment and replacement of lost or obliterated government land corners, retracement of subdivision boundaries, right of way by maintenance, parcel staking for right of way encroachments, appraisals and acquisition, final monumentation of Florida Department of Transportation (FDOT) right of way. Tracks the crew's progress, maintains project status reports, and updates project schedules for all survey assignments, notifies customer and affected property owners before commencing survey of private property, notifies customers of adjustments to the project schedule. Assists in developing, documenting, and maintaining strategies for the district's data collection and processing activities consistent with the department's established procedures and handbooks.

Coordinates with other department disciplines to provide information pertaining to design survey and right of way surveys. Obtains survey requests. Establishes the scope of work, limits of survey and list of deliverables for design surveys and right of way surveys, researches available records such as right of way maps, acquisition deeds, title information, subdivision plats, certified corner records, existing horizontal and vertical control and earlier construction plans, performs survey calculations and establishes the crew's approach to the project, guide the survey crew on site, and as necessary, ensures that all field surveys are performed in accordance with all applicable laws, rules, and technical standards pertaining to safety and accuracy.

Provides assistance to other departmental units in solving survey related issues. Attends meetings and seminars as deemed necessary to stay up to date of changes to the policies and procedures of the Department of Transportation and to ensure the district's field surveying are consistent, predictable, and repeatable.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities :

Knowledge of :

  • concepts, terminology, principles and analytical techniques of an engineering specialty area (surveying)

Skills in :

  • using engineering / surveying tools, equipment and / or instruments
  • Ability to :

  • determine work priorities, assign work, and ensure proper completion of work assignments
  • communicate engineering / surveying information effectively
  • establish and maintain effective working relationships with others
  • Other Job-Related Requirements :

  • Due to the nature of this position, incumbent must respond to emergencies. A valid Class "E" driver's license is required. Obtains and maintains certification in Maintenance of Traffic (MOT) – Intermediate Level.
  • This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department's Driver's Record Requirements Policy. An unacceptable driving record is defined as any of the following :

  • three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;
  • any two (2) convictions of reckless driving in the past three (3) years;
  • a suspension or revocation of the driver license for moving violations in the past three (3) years; and
  • a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.
  • Your driving record will be reviewed and the status of your driver license confirmed.
