Human Resource Consultant 2 (HRC2) Non-Permanent

Job Title : Human Resource Consultant 2 (HRC2) non-permanent Location : Everett, WA (This position is hybrid with periodic in-office presence required)

Hybrid The incumbent will be expected to work a mixture of in-office and remote work. The position's official duty station is located in Everett, WA, but the incumbent will be supporting the Northwest Region which includes King, Snohomish, Skagit, Island and Whatcom County staff and will be expected to travel throughout the area at times. During the first month of employment, there may be a requirement for in-person training up to three (3) days a week at our Everett office. Please note, the agency's core business hours are Monday Friday, 8 : 00 am 5 : 00 pm. The incumbent will be expected to have a schedule within those hours with some flexibility. More flexibility in schedules will be considered after the successful completion of the review period, based on staff coverage.

Salary : $4,653.00 - $6,259.00 Monthly

This position supports the agency's mission to protect children and strengthen families by providing HR advice and support to assigned regions or areas. It helps managers, supervisors, and employees with HR matters, including DCYF policies, civil service laws, labor agreements, and various leave laws such as FMLA, PFML, and military leave. The role operates with general guidance from senior HR staff.

Some of what you will get to do :

  • Provide consultation to employees and supervisors on FMLA, PFML, pregnancy disability, domestic violence, military, and shared leave.
  • Explain state and federal regulations, agency policies, and Collective Bargaining Agreements related to protective leave.
  • Guide employees through processes for requesting protective leave, including required documentation.
  • Review medical documentation to determine FMLA eligibility and prepare necessary paperwork for approval.
  • Facilitate and participate in interactive meetings with employees and management on protected leave and reasonable accommodations.
  • Partner with the Workplace Claims and Accommodations Unit (WCAU) to support reasonable accommodations, return-to-work, transitional duty, and workers' compensation-related leave.
  • Maintain accurate records in Med / AA files and track all protected leave activity.
  • Provide back-up support for other Protected Leave Consultants as needed.
  • Support and train new HR staff; advise on basic performance management issues.
  • Research, review, and maintain HR reports and files in compliance with laws and policies.
  • Prepare correspondence, back up HR staff, and provide training on protective leave.

Required Qualifications :

Five (5) years of professional human resources experience, OR a mixture of relevant education and experience equaling five (5) years.

OR

One (1) year as Human Resource Consultant 1 (HRC1).

AND

Commitment to equity, inclusion, and respectful workplace principles.

Preferred Qualifications

  • SHRM-CP / SCP, S / PHR, or other professional HR certification.
  • Professional human resource experience working with Human Resource Management / Information Systems (HRMS / HRIS).
  • Professional experience providing consultation and administrative support within a Human Resources Office.
  • Working knowledge of HR related WACs, RCWs, Federal Laws, agency policies and procedures, and CBAs.
