Education Program Manager 2
The New York State Education Department is seeking candidates for the position of Education Program Manager 2 within the Office of Standards and Instruction (OSI). OSI is responsible for the development of learning standards, provision of technical assistance, and oversight of professional learning initiatives across all subject areas for students in grades P-12. The incumbent will lead both the Office of Standards and Instruction and the Office of Educational Design, which are charged with leading the development and implementation of NYS Learning Standards and promoting the effective integration of technology in P-12 education, respectively. Duties of this position include, but are not limited, to the following :
MINIMUM QUALIFICATIONS :
Reassignment : Candidates must have one year of permanent competitive or 55b / c service as an Education Program Manager 2.
Non-Competitive Appointment : Candidates must have a master's degree in the area of early childhood education, public policy, public administration or other field related to education AND seven years of full-time educational and / or administrative experience in an educational program or organization, including at least three years at a managerial level involving the development, implementation and evaluation of programs and policies related to educating students in P-12; or directing, managing, and evaluating academic programs and performance for students in P-12; or providing technical assistance to schools in the development of academic programs for students P-12. A Ph.D. in education may be substituted for up to two years of required experience.
Non-qualifying experience : Head teacher, senior teacher, lead teacher or a teacher possessing an administrator certificate without managerial experience is not considered qualifying.

CONDITIONS OF EMPLOYMENT :
This will be a contingent permanent, non-competitive appointment. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of master's degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 5% in-state / Statewide travel.
This position leads to a maximum salary of $178,874 based on annual performance advances.
