Job Overview
We are seeking a collaborative and forward-thinking professional to make a significant and lasting impact to our team. The ideal candidate will bring a high degree of integrity, confidentiality, and professionalism, along with a passion for fostering a positive organizational culture. They will also have extensive professional experience in most functional areas of human resources within a unionized setting. They will be skilled in complex problem-solving, effective communication (both oral and written), and critical thinking. The candidate should be proficient in counseling employees, advising management, interpreting information, recommending actions, and building effective relationships at all organizational levels. The ability to train, supervise, and evaluate the work of subordinates is also preferred.
In this critical role, they will plan, organize, oversee, coordinate, and review the work of staff performing difficult and complex professional, technical, and administrative support related to the City's human resources program, including recruitment and selection, employee benefits administration, job analysis and classification, compensation, labor / employee relations, grievance administration, employee training and development, and general human resources administration. They will assist in coordinating assigned activities with other City departments, divisions, outside agencies, and the public; cultivate cooperative working relationships among City departments, divisions, and intergovernmental and regulatory agencies, and various public and private groups. Qualification Guidelines
EDUCATION :
Possession of a Bachelor's degree from an accredited college or university with major course work in Human Resources, Public Administration, Industrial and Organizational Psychology, Business Administration, or a related field is required. Experience, education, and training must provide the knowledge, skills, and abilities listed below.
Possession of a Master's degree from an accredited college or university with major course work in Human Resources, Industrial and Organizational Psychology, Public Administration, Business Administration, or a related field is highly desirable.
EXPERIENCE :
Six (6) years of progressively responsible municipal experience in human resources administration, including three (3) years of supervisory experience.
REQUIRED LICENSE / CERTIFICATION
Possession of IPMA-Senior Certified Professional (IPMA-SCP) or PSHRA-Senior Certified Professional (PSHRA-SCP) certification is highly desirable.
SPECIAL REQUIREMENT :
Possession and retention of a valid California Class "C" Driver's License is a condition of continued employment in this classification.
