Associate Project Manager
The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Water Supply (BWS) seeks to hire an Associate Project Manager II within the Capital Programs Management Division, Core Services Directorate located in Katonah, New York. Under direction, of the Capital Programs Asset Manager, the Associate Project Manager II will serve as Asset Accountable Manager and will provide support to the development of an asset management program within BWS. The asset management program will support BWS by identifying, evaluating, and tracking its capital assets to support timely and cost-effective replacement of critical equipment. The Asset Accountable Manager will support the process by managing the planned consultant support contract, being the lead for all contract administration activities. They will participate in the creation and justification of capital projects utilizing information from the capital asset database. The Asset Accountable Manager will support inspections of facilities and equipment, establish criticality, performance, and condition scores in accordance with the guidelines. Specific duties include :
- Managing the asset management consultant support contract. Developing Requests for proposals (RFPs) & negotiates contracts with the Agency Chief Contracting Office (ACCO)'s office. Processing payments & resolves issues with Office of Engineering Audits (OEA). Preparing and processing change orders & time extensions. Processing subcontractor requests. Processing task order assignments and scheduling work. Completing miscellaneous contract paperwork including staff approvals, expense approvals, etc.
- Participating in asset inspections and scores them in accordance with the established guidelines. Updating the database with new information.
- Using the asset database to support the creation of new capital projects. Participating in drafting business cases.
- Supporting the identification of assets at facilities and incorporation of their information into the BWS database. Maintaining internal standards and performing other duties as assigned.
Some of the physical activities performed by Associate Project Managers and environmental conditions experienced are walking to and from inspection sites and during the course of inspections, climbing and descending ladders or stairs to get to areas to be inspected, including exposed heights and confined spaces, standing for extended periods of time, distinguishing colors, bending, stretching, and stooping during inspections, communicating orally, climbing over and around various objects, walking in areas that may be damp, moldy, dark, dusty, smoky, vermin infested, noisy, acrid, or containing fumes, emissions, extreme heat and cold, lead dust, asbestos, or other potentially hazardous material, and working outdoors in all kinds of weather. Associate Project Managers may be required to work shifts including nights, Saturdays, Sundays, and holidays.
Preferred Skills :
A Motor Vehicle Driver License valid in the State of New York. This license must be maintained for the duration of employment.Ability to travel to meetings, work facilities, and field locations throughout the 2,000 square mile upstate watershed (both east and west of the Hudson River) and in New York City.Proficiency Microsoft Office products including Word, Excel, Outlook, Power Pint and Teams.Experience with Adobe Acrobat.Knowledge of data base programs.Ability to learn new software such as computerized maintenance management software and AutoCad.Background in Engineering (civil, environmental, mechanical, water resources)An Engineer in Training (EIT) certificate or Professional Engineer (PE) license.Experience with project management and contract administration.Ability to communicate effectively, peers, superiors, and external partners.Ability to effectively balance multiple simultaneous job tasks and priorities.Ability to reason through effective problem solving.Ability to perform statistical and arithmetic calculations.Ability to write, review, and edit reports.Ability to collect and analyze relevant data on spreadsheets.Communications skills needs to communicate effectively orally, in writing and by phone and computer.Time management skills using guidance on priorities must balance the workload of multiple priority projects to meet expected performance.Interpersonal skills this position will require someone that can effectively work with others including a diverse workforce of skilled and unskilled labor, supervisors, managers, and executives.Organizational skills needs to be able to logically organize and retrieve information, develop schedules to meet commitments and arrange / setup for meetings and assigned tasks.Representation skills - Presenting, explaining, and marketing the work unit's activities and projects to higher level supervision in the agency or persons and groups outside the agency or both.Collaborating skills - Integrating work unit activities and projects with the activities of other organizations.Hours / Shift : 35 Hours per week / May be required to work shifts including nights, Saturdays, Sundays and Holidays.
