Fire Inspector

Under the supervision of the Fire Marshal, is responsible for performing plan review, inspections, and other duties as required. The position will also be involved to varying degrees with public education, public relations, exterior hazard abatement, engine company pre-fire planning, record keeping, and report writing. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Receives supervision from the Fire Marshal. There may be limited supervisory tasks assigned to this classification. The requirements listed below are representative of the knowledge, skill, and / or ability required. Example Of Duties This position is responsible for the review of plans, to ensure compliance with applicable Federal, State, and local fire safety laws, ordinances, and codes. Although not all inclusive, the following serve to represent the various types of plans to be reviewed : planning applications; applications for the subdivision of land; site plans for access and water supply; building and tenant improvement plans; fire protection systems including fire sprinkler, fire alarm, kitchen hood extinguishing systems; and other types of plan reviews that are part of various fire code permitted activities. Other duties include attending meetings with other local government agencies such as planning and building departments, architects, contractors, developers, and the general public. Utilizes the District's citation process when appropriate and when other means of gaining voluntary compliance are unsuccessful. This position is responsible for conducting in-house training and updating of field inspection staff members on changes occurring in codes enforced by the District. This position is also responsible for the formulation of standardized field inspection guidelines and record keeping systems for construction projects. Provides supervision, work direction, and technical assistance as directed. Participates in the code change process at the state and international levels. Utilizes tools and technology identified by the District related to performance of tasks. Supports emergency operations as requested and appropriate. The position is responsible for performing inspections of both new and existing buildings; witnessing various tests required for sophisticated fire protection equipment and verifying proper operation and compliance with applicable codes and standards; prepares necessary correspondence, reports, and records; with regards to projects, confers with architects, engineers, developers, etc.; attends training courses and meetings of professional organizations as directed; performs surveys of fire hazards and processes complaints; conducts and participates in public education and public relations programs; performs other related duties as directed.

Knowledge Of : The principles, practices, and techniques of fire prevention; the laws, codes, ordinances, and regulations related to fire prevention and enforcement; building materials, construction, and the principles of combustion; building extinguishing and alarm systems; the proper storage and handling of explosives and flammables; business English including spelling, grammar, vocabulary, and report writing standards; methods of performing basic arithmetic operations.

Ability To : Read and interpret building plans and specifications; conduct detailed code research, analyze findings, and prepare reports and recommendations; meet and deal tactfully and effectively with the public; make oral presentations; keep detailed records; enter and retrieve data using a modern computer system; calculate figures and amounts such as proportions, percentages, area, and circumference; apply concepts of basic algebra and geometry; understand and carry out instructions furnished in written, oral, or diagram form; use Word, Microsoft Office, Excel, Outlook, PowerPoint, InDesign, Bluebeam, and AutoCAD software programs.

The San Ramon Valley Fire Protection District is an independent Special District in Contra Costa County responsible for providing a high level of emergency and non-emergency services to the communities it serves. The District's service area encompasses approximately 155 square miles, serving the communities of Alamo, Blackhawk, Danville, Diablo, San Ramon, the southern boundary of Morgan Territory, and the Tassajara Valley. The communities are primarily residential, commercial, office park, and controlled manufacturing, along with wildland areas, protected by nine stations and one volunteer staffed station with 185 employees, and 56 volunteers. Financial oversight and strategic policy direction are provided by an elected 5-member Board of Directors.

Minimum qualifications include at least three years' experience in an organized fire prevention / fire and life safety bureau. Experience must include involvement in the following duties and responsibilities : fire inspection, plan review, and public education / relations. Education / Certification : An Associate of Arts / Science Degree or equivalent from an accredited college or university. The successful completion of the following California State Fire Training : Fire Inspector 1A, 1B, 1C, 1D, Fire Inspector 2A, 2B, 2C, 2D, and Plans Examiner 1A, 1B, 1C, and CA Statues and Regulations. Desirable Education / Certification : Must have or obtain within one year of employment, certification as an International Code Council Fire Plans Examiner. Employees are required to maintain certification as a condition of employment. Must obtain within three years of employment, California State Fire Marshal certification for Plans Examiner. License : Possession of a valid California driver's license. Maintenance of a valid California driver's license is required as a condition of employment.

Paid compensation is supplemented with an excellent benefits package including : Hours : Flexible work schedule. Vacation : Accumulation rate increases with length of service. The initial rate is 10 hours per month. Sick Leave : Accumulated at the rate of 8 hours per month indefinitely during tenure of career. Pension benefits are provided by Contra Costa County Employees' Retirement Association (CCCERA). Eligibility and classification into the retirement system will be determined by CCCERA pursuant to the Public Employee's Pension Reform Act (PEPRA) guidelines. Should reciprocity with CCCERA be established and entry classified as Classic, the retirement benefit will be 2% @ 55. Should entry into the retirement system be classified as PEPRA, the retirement benefit will be 2.5% @ 67. Medical benefits are provided through CalPERS and include several PPO or HMO options. The District currently contributes 92% of monthly premiums for employee and dependent medical up to an established cap, and 100% for employee and dependent dental, vision, and EAP insurance, as well as 100% for life insurance for the employee only.
