Charles B. Wang Community Health Center (CBWCHC) is a mission driven Federally Qualified Health Center (FQHC) committed to addressing disparities in access to quality healthcare, with a particular focus on underserved communities throughout New York City. With six locations, over 600 staff, and an $80 million annual budget, CBWCHC provides comprehensive primary care and enabling services to over 60,000 patients annually, regardless of language, culture, or ability to pay. Position Summary
The Chief Information Officer (CIO) provides strategic and operational leadership for information technology, cybersecurity, and enterprise reporting systems across the organization. This executive-level role is central to the Health Center's modernization initiatives, including the technical implementation of Epic as its new electronic health record (EHR). This is a chance to lead a dedicated team and shape the future of the Health Center. The CIO reports directly to the CEO and is responsible for overseeing the management of IT infrastructure, information security, and reporting operations to ensure delivery of high-quality, patient-centered care. This position is primarily on-site in New York City, with some remote flexibility as needed. As part of the executive team, the CIO will work closely with the CEO to drive the Health Center's mission and strategic objectives, including : (a) advancing our commitment to the highest quality care through implementing a cutting-edge electronic health records system; (b) leveraging technology to innovate care delivery in areas most impactful to our patient communities; and (c) continuing efforts to modernize and streamline operations for greater efficiency.
Key Responsibilities
Technology Strategy & Operations
- Lead the development and implementation of an IT strategy aligned with organizational growth, operational efficiency, and compliance needs
- Oversee Microsoft- and Cisco-based infrastructure, including networking, servers, cloud platforms, telecom, and end-user computing
- Ensure high availability, user support, and system reliability across all locations
Epic Implementation Technical Leadership
Serve as the technical lead for CBWCHC's Epic implementation, overseeing infrastructure readiness, data migration, integration, and user provisioningCoordinate with a clinically led Epic project team to ensure IT systems fully support implementation timelines and clinical workflowsManage technical testing, cutover planning, and post-go-live stabilizationCybersecurity & Risk Management
Serve as the organization's chief security officer and HIPAA security officerMaintain a comprehensive cybersecurity program, including policies, tools, training, monitoring, and incident responseDeploy and manage layered defenses including Darktrace and Arctic Wolf, ensuring real-time threat detection and responseEnsure compliance with HIPAA, HITECH, 42 CFR Part 2, and NIST standardsLead the business continuity and disaster recovery programEnterprise Reporting Oversight
Oversee internal enterprise reporting systems supporting regulatory, financial, and operational decision-makingAlign reporting infrastructure with Epic's data environment (e.g., Clarity, Caboodle) to meet evolving analytics needsCollaborate with stakeholders across departments to ensure timely, accurate, and actionable data accessLeadership & Administration
Lead, manage, and develop a multidisciplinary IT and reporting teamBuild IT operational capacity to support ongoing innovation, security, and growthDevelop and manage the technology and security budget, ensuring ROI and alignment with strategic goalsManage vendor relationships, contracts, and service delivery across systems and platformsPerform other duties as assigned
Minimum Qualifications
Required :
Bachelor's degree in Information Systems, Computer Science, Engineering, or a related field; Master's degree preferredMinimum 10 years of progressive IT leadership experience, including experience in healthcareDemonstrated success leading to the technical aspects of an Epic implementation (Ambulatory required)Expertise in Microsoft enterprise systems and Cisco networkingProven experience managing cybersecurity programs in a healthcare environmentStrong knowledge of HIPAA, HITECH, and applicable healthcare regulationsPreferred :
