Position Summary :
The Senior Accountant provides financial analysis, reporting, and systems support for federal financial management activities. This role involves performing detailed ledger analysis, monitoring financial statements, ensuring compliance with internal controls, and supporting specialized projects. The Senior Accountant also contributes to the development of policies, procedures, and training to strengthen financial operations across the organization.
Responsibilities
Leverage knowledge of GFMS processes and transactions (experience with Department of
State highly desired).
Develop functional design documents describing proposed solutions to client requirements.
Present findings to client management through briefings or presentations.
Develop programming specifications for new applications or automated modules.
Collaborate with feeder systems (GFMS, CBS) to enhance client financial reporting.
Analyze and design report layouts, conduct testing, and support custom report development.
Provide recommendations for report use and modification.
Serve as liaison with the Department of State and NIST to ensure requested changes are properly designed, tested, and deployed.
Conduct training needs assessments, develop training plans and curricula, create training materials, and deliver training sessions (classroom, computer-based, or online).
Review general ledger balances to identify journal vouchers and / or adjusting entries needed for accuracy and compliance.
Correct data issues, analyze data entry results, and provide on-site operational support.
Develop and issue financial management policies, standards, and procedures.
Review congressional legislation and federal regulations (OMB, Treasury, State Department) to ensure compliance.
Provide guidance and recommendations to ITAs financial and program managers.
Design and conduct OMB A-123 internal control reviews and prepare supporting documentation for the Department and Financial Statement Auditors.
Perform quarterly Undelivered Order (UDO) reviews and monthly Unmatched Cost Reconciliation.
Develop reporting to the Department of Commerce as required.
Requirements
Bachelors degree (BS / BA) in Accounting, Finance, or a related field (required).
Minimum of 8+ years of professional accounting or financial management experience.
Strong knowledge of federal financial management systems and processes.
Familiarity with GFMS processes and Department of State transactions highly desirable.
Demonstrated experience in :
General ledger review and reconciliations.
Federal financial reporting (SF-132 / SF-133).
OMB A-123 internal controls testing and documentation.
Policy and procedure development in a federal financial environment.
Strong analytical and problem-solving skills.
Ability to develop functional design documents, training materials, and financial reports.
Experience supporting special projects and preparing financial analysis for federal programs.
Excellent communication skills, including presenting findings and training delivery.
Ability to collaborate with cross-functional teams and external agencies.
