Human Resources Specialist 1

The Human Resources Specialist 1 performs and supervises the performance of various human resources activities. This position will primarily serve in the Payroll Unit, which entails the preparation of regular, lag and special payrolls, performs the full range of payroll processing tasks and activities and provides supervision to lower level Payroll and clerical staff.

Duties include, but are not limited to :

  • The preparation and review of State payroll in accordance with policies, rules and regulations issued by the Office of the State Comptroller, Department of Civil Service, and the Division of Budget.
  • The coordination of payroll operations including processing of personnel transactions and PayServ entry.
  • The supervision of payroll staff in the performance of payroll processing and preparation of tasks.
  • Handling the most complex payroll and salary issues.
  • The development of internal business processes, internal control procedures and staff development materials to ensure the preparation of accurate and timely payroll submissions.
  • The interpretation and application of policies, rules and regulations issued by OSC, DCS, DOB, Collective Bargaining Agreements and State Finance law.

Additional duties may include, but are not limited to, the monitoring and assisting of employees with conditions of employment (policy and procedures, time and attendance, employment benefits, driver and professional licenses, probations, performance evaluations, seniority determinations, etc.), leave management, vacancy management and hiring, worker's compensation, labor relations, and disciplinary processes (serving notices of discipline, conducting investigations, preparing for arbitration cases, etc.).

Candidates should have skills for independent organization, prioritization, and multi-tasking. Strong computer skills and organization are a must.

This position allows for telecommuting within the OPWDD guidelines.
