Resilience Support Specialist
The Buncombe County Emergency Services Department is committed to building a safer, more resilient community through proactive mitigation, preparedness, and recovery initiatives. Our team supports a wide range of projects, including FEMA Hazard Mitigation Grant Program (HMGP) administration, regional hazard mitigation planning, Continuity of Operations Planning (COOP), and recovery coordination following emergencies.
We are currently hiring for a PRN (as-needed) position that will support these efforts through administrative coordination, compliance tracking, and stakeholder engagement. This role is scheduled for up to 19 hours per week, with flexible scheduling available during our normal business hours (Monday through Friday, 8 : 00 a.m. to 5 : 00 p.m.).
The position is based at our Emergency Services facility located at 164 Erwin Hills Road, Asheville, NC, and reports to the Mitigation, Preparedness, and Recovery Manager. The selected candidate will join a small, collaborative team focused on whole-community resilience.
Interviews are expected to take place in mid-November, with a target start date in early December. We are looking to fill this position as soon as possible.

Purpose of the position : The primary purpose of this position is to coordinate the administrative operations and workflow for a department by performing various administrative functions.
Minimum Education, Training and / or Experience (required at time of hire) : Associate degree from an accredited college or university with major coursework in a related field; and two (2) years of progressively responsible administrative support, management, or closely related experience; or equivalent combination of education or experience which provides the required knowledge, skills and abilities will be considered in meeting the minimum qualifications.

In order to uphold internal pay parity and equity, salaries are non-negotiable for new and current Buncombe County employees. All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
