Payroll Manager
The New York City School Construction Authority (NYCSCA) builds and renovates public schools throughout all of the boroughs. We believe that schools should be efficiently designed and constructed; they should be safe, attractive and environmentally sound. The SCA's responsibilities span the life of each project (new schools, additions, and capital improvements to existing schools) from planning, real estate, budgeting, scoping, and designing, to construction completion.
We have an excellent opportunity for an experienced and detail oriented Payroll Manager to lead and manage the day to day workflow of the payroll operations, ensuring payroll and timekeeping is processed on time, accurately and in compliance with regulatory requirements.
Responsibilities Include :
- Maintain payroll systems and ensure efficiency in workflows, compliance and accuracy in calculations
- Manage payroll production; ensure accurate updates to hires, terminations, promotions, demotions, leaves, pay rates.
- Ensure compliance with federal, state and local payroll, wage / hour laws, company policies impacting payroll / timekeeping.
- Stay updated on changes in federal / state payroll regulations; ensure compliance with statutory reporting and filings.
- Maintain, manage, audit the timekeeping and payroll function; facilitate audit by providing records and documentation.
- Establish / maintain relationships with external benefit providers to facilitate processing of enrollment and / or changes.
- Supervise, mentor and develop team of payroll professionals; provides training and timely performance evaluations.
- Develop, implement, maintain payroll policies / procedures; evaluate payroll systems, identify improvement opportunities.
- Respond to payroll inquiries from employees, resolve discrepancies, and provide payroll-related guidance.
- Communicate and coordinate with Operations, HR and Finance to review cross-departmental impacts and accounts.
- Prepare and manage payroll related reports, including management reports, reconciliations, third party reports, audit.
- Perform special projects or other duties as assigned
Weighted consideration for candidates with the following background :

Hiring Salary Range : $95,000 - $130,000.00
