Job Description
Requirements (Minimum Experience, Education, Skills, Knowledge and Licensure) :
- Possess a minimum of a current SECRET security clearance.
- Have a minimum of ten (10) years of cumulative, current operational experience in signal support / communication systems and terminal devices to include radio, wire, and Battlefield Automated Systems (may include Guard and Reserve experience). (Current operational experience is defined as service ending within the last five (5) years).
- Possess a bachelor's degree. Master's degree or above is preferred.
- Have specialized experience, defined as : Worked / practiced in the Army as a Signal Support Systems Specialist (25U or sister service equivalent) for six (6) year (concurrent with the ten (10) years of operational experience in signal support). Eight (8) years or more experience is preferred.
- Have knowledge and experience in integrating currently fielded Signal Systems and Networks, installation, operation of radios and data distribution systems, handheld electronic equipment and satellite radio communications equipment.
- Have experience in conducting meetings, leading discussion groups, briefing senior audiences, effectively communicating conceptual ideas in writing, and orally articulating thoughts to support the development of Army and Fires concepts, doctrine and tactics, techniques, and procedures (TTPs) IAW Army Regulation (AR) 25-50, "Preparing and Managing Correspondence" (17 May 2013) and Field Manual (FM) 6-0, C2, "Commander and Staff Organization and Operations" (22 April 2016).
- Have a minimum of two (2) years of experience with Microsoft Office applications.
The Tactical Communications SME will :
Evaluate the design performance capabilities of emerging organizations, Field Artillery and Air Defense Artillery (hereafter referred to as Fires) systems and associated Command and Control software and hardware applications (hereafter referred to as systems / capabilities), considering all Doctrine, Organization, Training Materiel, Leader Development, Personnel, Facilities (DOTML-PF) domains to assess mitigation of current and future capability gaps in the development of requirements and in review of proposed materiel solutions. Prepare written reports of analysis and assessments. Have experience in conducting meetings and leading discussion groups.Review, analyze, and evaluate systems / capabilities, regarding program compliance with current requirements, acquisition regulations and policies; provide subject matter expertise to systems related integrated product team venues, design reviews, basis of issue evaluation and management, and test events; and ensure that information is prepared for inclusion in relevant Fires manuals and doctrine.Review, evaluate and analyze resource programming and project management schedules developed by Program Executive Officer and Program Manager (PEO / PM) in order to adequately prepare Army positions; develop and present briefings to senior leaders, as required, prepare fact sheets, talking papers, decision papers and information papers in support of systems / capabilities; develop / update new system / capability tactics, techniques, and procedures (TTPs).Develop a monthly status report / significant activity report and EXSUMs of key events to ACM Fires Cells. The status report shall include the status of ongoing system production lines, system fielding's, testing, system modifications / improvements, input from institutional and operational units, critical maintenance issues, and calendar of key future activities.Support 25% TDY travel in the accomplishment of duties and responsibilities.J-18808-Ljbffr
