The Department of Public Safety is seeking a highly motivated, experienced professional to join the leadership team as the Director of the Bureau of Consolidated Emergency Communications. This bureau provides emergency dispatch services for 6 state law enforcement units and Public Safety Answering Point (PSAP) services and emergency dispatch services to 36 local, municipal and county fire, police and rescue agencies across the State. The Bureau runs 3 separate facilities (Augusta, Bangor and Houlton) and has a staff of 66 Emergency Communications Specialists, Emergency Communications Specialist Leads, Emergency Communications Specialist Supervisors and Computer Aided Dispatch (CAD) Administrators.
The Director must have strong leadership and management capabilities and extensive knowledge of emergency communications systems and the needs of police, fire and rescue units, as well as demonstrated knowledge of the rules and regulations of a Public Safety Answering Point and the operation of a PSAP and emergency dispatch center. Extensive knowledge of training procedures and programs, training and certification requirements for emergency communications, and staffing is essential. The Director will testify before committees of jurisdiction in the State legislature regarding emergency communications both within the Bureau and the State.
The Director will oversee the direction, administration, and overall design and configuration of the CAD system and emergency notification systems and be able to anticipate technological changes and prepare the Bureau to incorporate changes that enhance its ability to serve its customers.
Well-qualified candidates will have experience in the development and maintenance of long-term operations and communications plans; development and implementation of policies and procedures; and, the ability to establish and maintain effective working relationships with other agencies, city officials, state and local authorities and the public.
The Director will oversee the selection of candidates, training, assignments, employee development and the performance evaluation of communications center staff and will directly supervise and evaluate the work activities and performance of supervisors and CAD administrators.
The Director will develop the budget for the bureau, including cost models for assessing fees to customers to ensure adequate revenue to cover projected expenditures.
The Director will be part of the leadership team of the Department. As a member of this team, the Director will work collaboratively to ensure strong working relationships and protocol integration with the law enforcement units within this Department and with the other State of Maine law enforcement units.

Qualifications :
Associate's degree or higher in business administration, public administration, criminal justice, or a field appropriate to the position AND five or more years of supervisory experience in public safety communications in a 911 communication center or command / management experience (above the first-line supervisor) in law enforcement, fire, or emergency management services. Experience can be substituted for education on a year-for-year basis. The following Emergency Management Related Incident System certifications must be obtained within 12 months from date of hire : IS 100c., IS 200c., IS 247a., and IS 700b.
