Summary of Position :

The Construction Foreman (Midstream) leads day-to-day field execution for new builds, expansions, and repairs of gathering systems, pipelines, compression, water handling, metering / L ACTs, and production facilities. This role drives safety, quality, schedule, and cost performance while coordinating closely with Engineering, Operations, EHS, Land / ROW, and Regulatory to ensure reliable start-up and smooth turnover to Operations.

Primary Job Responsibilities :

Field Leadership & Execution

  • Lead and direct contractor crews and company hands during construction, tie-ins, hydrotests, and start-ups.
  • Plan daily work (permits, equipment, materials, access), conduct JSAs / Toolbox talks, and allocate resources.
  • Read / interpret P&IDs, isometrics, alignment sheets, site plans, and construction packages; manage redlines and as-builts.
  • Coordinate excavations, trenching / shoring, stringing, welding, coating / holiday testing, lowering-in, backfill, and ROW restoration.
  • Oversee facility builds (pads, foundations, vessels, piping, electrical / instrumentation cable tray and terminations).

Safety, Environment & Compliance

  • Champion a “Safety-First” culture; enforce LOTO, hot work, confined space, lifting / rigging, and excavation standards.
  • Ensure compliance with company policies and applicable regulations (OSHA 29 CFR 1926, DOT / PHMSA 49 CFR 192 / 195, COPUC or all other applicable regulations), One-Call / 811, and environmental controls (SPCC, SWPPP, erosion / sediment BMPs).
  • Drive reporting : near misses, incidents, corrective actions; verify contractor competency and safety performance.
  • Quality & Technical Stewardship

  • Execute QA / QC plans (WPS / WPQR / API 1104 visual standards, NDE coordination, coating inspection, torquing, flange management).
  • Witness / coordinate pressure testing (hydro / pneumatic), pigging, and leak checks; sign off on test packages.
  • Validate dimensions, slopes, supports, and code / class compliance (e.g., ASME B31.3 / B31.4 / B31.8 as applicable).
  • Schedule, Cost & Change Control

  • Sequence work to meet milestones; call out constraints early; maintain daily logs and 3-week look-ahead.
  • Track quantities, percent complete, and productivity; verify time sheets, T&M tickets, and receipt of materials.
  • Identify and document scope changes; support change order reviews and field verification.
  • Stakeholder Coordination

  • Interface with Engineering, Operations, Measurement, Electrical / Automation, Land / ROW, and third-party utilities.
  • Coordinate crossings, permits, traffic control, inspector access, and landowner / tenant communications.
  • Support pre-startup reviews, PSSRs, and turnover packages to Operations.
  • All other duties as assigned.

  • People Leadership : Sets expectations, coaches contractors, and holds teams accountable.
  • Supervisory Responsibilities :

  • Organizes and oversees the schedules, work, and productivity of the team.
  • Manages their departments efficiently and in accordance with departmental and organizations goals.
  • In accordance with policy and with the support of the department head, making hiring and selection decisions for staffing.
  • Provides performance feedback and completes evaluations that are timely and constructive.
  • With the assistance of HR and the department head, handles discipline and termination of employees as needed and in accordance with company policy.
  • Education & Experience :

  • High School Degree or GED required.
  • 8+ years of direct oil and gas operations and associated experience.
  • Minimum of 2 years of management experience is preferred.
  • Proven field leadership of contractor crews on gathering lines and / or facility construction (oil, gas, water).
  • Strong ability to read P&IDs, isos, alignment sheets; manage redlines, as-builts, and test packages.
  • Demonstrated mastery of field safety practices (JSA, LOTO, hot work, confined space, trenching / shoring).
  • Hands-on experience with hydro / pneumatic testing, tie-ins, coatings / holiday detection, and QA / QC.
  • Working knowledge of applicable codes / standards (e.g., ASME B31.x piping, API 1104 welding) and DOT OQ concepts for gathering lines.
  • Proficiency in basic software / tools : MS Excel / Teams, digital daily reports; ability to learn Procore / Bluebeam or similar.
  • Must be willing to travel to and work in any area as needed.
  • Must be willing to work late hours and days off as needed
  • Travel & Additional Requirements :

  • Location : Work is performed at a CIVI location Monday through Friday
  • Schedule : traditional 40-hour workweek or alternative schedule of 9-hour workdays Monday through Thursday and 4-hour workdays on Friday, as business needs allow and with manager approval.
  • Travel is required to other Civitas offices and field locations.

    Base Pay Range : $115,000 - $130,000
