Salary :

Job Title : Quality Assurance Manager Civil Infrastructure (Airports, Highways, Municipal Works, Water Systems)

Location : Initially based atDFW International Airport; long-term assignments may include municipal water works, highways, and transportation projects across Texas and the surrounding region.

to lead and expand our QA / QC program, beginning with a major DFW International Airport project and extending into municipal water and highway / transportation work.

Job Description :

The QA Manager is responsible for developing, implementing, and maintaining aQuality Control Programthat meets Owner-specific contract requirements and industry standards. This includes direct responsibility for FAA and airport-paving compliance at DFW, as well as expansion intomunicipal water systems and transportation projects.

The QA Manager has full authority to institute corrective actions, ensures independence of QA / QC functions from production staff, and reports directly to Urban Infraconstruction leadership and the Owners Authorized Representative (OAR).

Key Responsibilities :

Quality Control Program Leadership

  • Develop and manage a comprehensive QC Program, including organizational charts, staffing plans, inspection / testing requirements, and corrective action processes.
  • Ensure QA / QC staff maintain independence from production operations.
  • Maintain complete quality records, certifications, and testing documentation to satisfy Owner and regulatory requirements.

Compliance and Testing

  • Oversee laboratory and field testing ofconcrete, aggregates, asphalt, soils, piping, coatings, and water system materials.
  • Ensure compliance with FAA, DOT, ASTM, AASHTO, ACI, AWWA, and TCEQ / EPA standards.
  • Review and manage submittals, mix designs, and certifications per contract requirements.
  • DFW Project-Specific Responsibilities

  • Serve as theQuality Control Administratoras required by the DFW Airport contract.
  • Maintain full-time on-site presence for projects >
  • $5M.

  • Conduct weekly QC meetings with the OAR and ensure daily QC inspection / test reports are submitted via approved platforms (Unifier, BIM 360, QC Activity Forms, etc.).
  • Track corrective actions, ensuring 24-hour response and 14-day closure compliance.
  • Municipal & Transportation Expansion

  • Lead QA / QC formunicipal water works projects, including pipe installation, trenching, pressure testing, and water treatment systems.
  • Support DOThighway and bridge projects, ensuring compliance with state and federal standards.
  • Apply contract-driven QC org requirements across civil infrastructure work.
  • Training & Leadership

  • Mentor and develop QA / QC staff, promoting adherence to safety and quality standards.
  • Conduct internal audits and inspections to drive continuous improvement.
  • Partner with suppliers, subcontractors, and testing labs to ensure material compliance
  • Qualifications & Skills :

  • Bachelors degree in Civil Engineering, Construction Management, Materials Science, or related field (advanced degree preferred).
  • Minimum5+ years of QA / QC experience in airport paving, highway construction, or municipal water works.
  • Strong knowledge of FAA, DOT, ASTM, AASHTO, ACI, AWWA, and TCEQ / EPA standards.
  • Hands-on experience with laboratory and field-testing equipment for concrete, asphalt, soils, and piping systems.
  • Proven leadership in managing QA / QC programs and staff.
  • Preferred certifications (may be required by OAR) :
  • Professional Engineer (PE)
  • Engineer-in-Training (EIT)
  • NICET Civil Engineering Technician (Level III / IV)
  • ACI Concrete Field-Testing or Strength Testing Technician
  • Proficiency with Microsoft Office, Unifier, HCSS, and other reporting systems
