Utility Worker

In this role, you'll inspect, survey, flush, clean, and repair wastewater mains using advanced jet / vacuum trucks and CCTV inspection equipment. You'll remove blockages, maintain sanitary sewer manholes and lift stations, and operate a variety of equipment. You'll also respond to sewer backup issues, maintain accurate service records, and play a key role in mapping and documenting the condition of our sewer systems using GIS and CCTV data. Utility Worker I no experience required - Starting pay $22.21 Utility Worker II for candidates who meet all requirements - Starting pay $24.43 Typical Schedule : 8am - 4 : 30pm - Monday - Friday schedule with on-call rotation. On call has standby and overtime pay as applicable. Snow plowing is typically shift work and has potential for overtime. Incumbents are responsible for basic operation and maintenance activities for water distribution, wastewater collection, and stormwater systems, including the basic operation of standard light and heavy utility maintenance equipment and tools.
Reporting Structure : Receives general supervision from higher-level supervisory and management staff.
Typical Class Essential Duties :
Knowledge (position requirements at entry) : Knowledge of : Operation, maintenance, and repair requirements of tools and power-driven equipment. Basic utility infrastructure and maintenance practices and procedures. Applicable tools and equipment utilized in the trade. Safe work practices.
Abilities (position requirements at entry) : Ability to : Routinely demonstrate the City of Casper core values. Follow all City safety rules and procedures and immediately report all accidents / incidents or unsafe conditions to a supervisor. Respond to callouts after hours, weekends and holidays within 20 minutes. Be flexible with assignments which may change. Work both independently and as part of a team. Operate a variety of power-driven equipment. Perform a variety of utility construction and maintenance tasks. Communicate effectively verbally and in writing. Follow written and verbal instructions and direction. Learn the practices, methods and materials used in utility construction and maintenance work. Learn and follow all laws, ordinances and rules involved utility equipment and operations. Learn to assess problems in the field and conduct measures to correct the problem. Maintain a neat and professional appearance. Establish and maintain effective working relationships with those contacted in the course of work. Perform manual labor. Use and care for applicable tools and equipment. Operate modern office equipment, software, and operating systems / applications. Learn, and apply skills learned, to read and interpret utility mapping, plans and specifications, and / or other technical drawings. Learn the general function, operation, maintenance, and repair requirements of utility systems and related components including pumps, valves, motors, lift stations, and water storage tanks.

Training, Experience & Certifications :
UTILITY WORKER I EDUCATION and EXPERIENCE High school diploma or equivalent (G.E.D.) Must be at least 18 years of age. Minimum of one (1) year experience performing maintenance work involving the operation of light and medium size equipment and hand and power tools preferred.
LICENSING and CERTIFICATIONS Licensing Requirements : Possession of, or ability to obtain within six months of hire, a valid Wyoming Class B Commercial driver's license with applicable endorsements per assigned division is preferred. Possession of, or ability to obtain within one year of hire, a Wyoming Department of Environmental Quality Level I Distribution Systems Operator certification or Level I Wastewater Collection Operator certification, as appropriate.
UTILITY WORKER II EDUCATION and EXPERIENCE High school diploma or equivalent (G.E.D.) Must be at least 18 years of age. Minimum of two (2) years of increasingly responsible experience performing water, wastewater, or stormwater system installation, maintenance, and repair duties or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.
LICENSING and CERTIFICATIONS Licensing Requirements : Possession of, or ability to obtain, a valid Wyoming driver's license. Possession of a valid Wyoming Class B Commercial driver's license with applicable endorsements per assigned division. Possession of a Wyoming Department of Environmental Quality Level II Distribution Systems Operator certification or Level II Wastewater Collection Operator certification, as appropriate or the ability to transfer an equivalent license from another State.

Prior to any natural progression, the Department Head must justify that there is an operational need, and budget accordingly, prior to an incumbent obtaining the necessary requirements, or regularly performing work at the higher level. Positions in this class typically require : stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions. Can include long periods of sitting or long periods of standing. Medium work : Exerting up to 90 pounds of force using jackhammers occasionally and / or up to 20 pounds of force frequently, and / or up to 10 pounds of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body. Incumbents frequently drive, operate equipment, or work outdoors in all weather conditions, including extreme temperatures. Frequent work on or around moving motorized equipment is also expected. Employees in this class are often subjected to extremely wet environments, wastewater, fumes / dusts, odors, chemicals, and excessive noise. May be subject to repetitive motion and vibration when operating tools and machinery. Work requires the use of personal protective equipment including hard hats, eye protection, hearing protectors, gloves, safety vests, and safety shoes. OSHA mandated preventative vaccinations and periodic examinations for work exposures are provided.
