These services extend across eight urban watersheds, more than 1,000 miles of pipe, 24 miles of transport and storage facilities and benefit every resident and visitor of San Francisco. WWE operates three all-weather wastewater treatment plants, one wet-weather facility, 32 pump stations, eight transport / storage facilities, and 34 combined sewer discharge structures to treat an estimated 34.6 billion gallons of wastewater in a typical year. In addition to treating wastewater, WWE also produces biosolids, a nutrient-rich soil-like product used as a synthetic fertilizer-replacement and soil amendment across the Bay Area. This recruitment may be used to fill multiple 6115 positions within the SFPUC Wastewater Enterprise. The Collection System Division is responsible for implementing and enforcing local, state, and federal regulations governing the discharge of wastewater and stormwater into San Francisco’s sewer system to protect the environment, public health, and infrastructure. Activities support regulatory compliance with San Francisco’s National Pollutant Discharge Elimination System (NPDES) permits and the California Construction General Permit (CGP) for Stormwater Discharges. This involves overseeing industrial facilities, food service establishments, construction sites, and waste haulers to ensure they comply with pollutant limits, best management practices (BMPs), and reporting requirements. The division also performs environmental studies and programs to monitor and control pollutant sources. Examples include pollution prevention outreach, researching pollutants and contaminants of emerging concern and their origin(s), and performing surveys to identify businesses to inspect or permit. Under general supervision, the 6115 Wastewater Control Inspector of the Collection System Division works in the Pretreatment Program and will be responsible for inspecting and sampling wastewater facilities, stormwater facilities, and commercial and industrial wastewater dischargers to determine compliance with established standards and regulations. Working conditions include exposure to inclement weather conditions and may include exposure to sewage and caustic / toxic chemicals. Incumbents may be required to lift and carry objects weighing up to 80 pounds for a distance of up to 200 feet; may be required to climb stairs and / or ladders and / or wear a respirator; and perform confined space entry. Incumbents may be required to work overtime, nights, or weekends. Essential DutiesInspects nondomestic wastewater, stormwater, and groundwater dischargers to determine sewer service fees and compliance with local, state, and federal pretreatment and stormwater standards.Inspects nondomestic wastewater dischargers for compliance with Sewer Use Ordinance; Fats, Oils, and Grease Control Ordinance; and 40 CFR 403. Inspects construction sites for compliance with Construction Site Runoff Ordinance, stormwater-related General Permits, and construction plans and specifications (e.g., Erosion Sediment Control Plan, Storm Water Pollution Prevention Plan).Investigates and responds to reports of odor in the sewer system and illegal discharges to the sewer system, and monitors remedial action where violations are found.Investigates groundwater, wastewater, stormwater, and soil contamination and discharges; determines sampling location; and coordinates sampling.Performs and leads subordinate staff in equipment installation, calibration, operation, maintenance, repair, and troubleshooting of lab and field equipment (e.g., samplers, liquid level sensors, flowmeters, rain gauges, pH meters, odor analyzers); inspections; sampling; sample delivery; and analysis.Obtains permissions and permits for field work.Performs traffic control and confined space entry.Conducts field work for NPDES permits (e.g., wastewater and stormwater monitoring, sampling, analysis) and sewer system assessments.Conducts QA / QC for field work and completes corresponding reports.Reviews applications, business logs, inspections, reports, laboratory results, and other permit-related documents of wastewater and stormwater dischargers.Prepares permits, reports, correspondences, memorandums, field maps, and enforcement actions.Under direction, executes compliance-related enforcement actions.Under general supervision, performs special studies, research, program development and implementation, and outreach for Collection System Division sections (e.g., Pollution Prevention, Pretreatment Program, Field Monitoring Section).Stays abreast with industry standards and regulations (e.g., relevant sections of NPDES permits, 40 CFR, California Code of Regulations, Uniform Plumbing Code, San Francisco Public Works Code).Interacts professionally with the public, City and County of San Francisco staff, contractors, and regulatory agencies. The Class 6115 performs other related duties and responsibilities as assigned. The Urban Watershed Planning Division administers a stormwater management program that implements and enforces San Francisco’s Stormwater Management Ordinance (SMO). This ordinance mandates that any new development project creating or replacing 5,000 square feet or more of impervious surface must manage in part / or all of its stormwater runoff on-site using green stormwater infrastructure. The 6115 Green Infrastructure Inspector for the Urban Watershed Planning Division will be responsible for post-construction, triennial, and enforcement-generated inspections of parcel-based and redevelopment right-of-way green infrastructure citywide. Essential DutiesPerforms construction inspection of green infrastructure for City / SFPUC-owned assets.Performs post-construction inspections, triennial inspections, and as-need as-needed enforcement-generated inspections for all private and public projects subject to the SMO.Scheduling and performing inspections in conjunction with the Stormwater Management Requirements project review process to ensure compliance with the Stormwater Control Plans (SCPs), specifications, and all applicable codes.Responsible for management of the annual self-certification process; the Stormwater Management Ordinance enforcement processes; the reporting requirements per the MS4 NPDES Permit.Stewardship of a design feedback loop that will communicate lessons learned in green infrastructure design and construction to designers, developers, and project reviewers to ensure continuous improvement in design standards and project review processes, and coordination with WWE’s Collection System Division and other SFPUC and City agencies / departments with roles that are relevant to the green infrastructure inspection process.Responsible for annual updates and process improvements to all green infrastructure inspection materials, programs, and processes.Offers technical assistance in the form of workshops or individual site visits to projects subject to the Stormwater Management Ordinance.Provide technical support for the Green Infrastructure Grant Program and the Stormwater Charge Credit Program. The Class 6115 performs other related duties and responsibilities as assigned. Qualifications MINIMUM QUALIFICATIONS Education : Possession of a baccalaureate degree from an accredited college or university. AND Experience : One (1) year of experience performing duties comparable to a sanitary engineer or water quality technician in a wastewater treatment facility, laboratory services, or in the fields of storm water and pollution prevention. AND Certification : Possession of a California Water Environment Association Environmental Compliance Inspector Certification, Grade I or higher (must be obtained within one year of hire). AND License : Possession of a valid California driver license. Substitution : Additional qualifying experience as described above may substitute for the required education on a year-for-year basis (up to the maximum of two (2) years).
