TITLE : Payroll Manager

DEPARTMENT : Finance and Administration

REPORTS TO : Chief Financial Officer / VP Finance and Administration

CLASSIFICATION : Staff-12 months

EFFECTIVE DATE : TBD

STANDARD WORK HOURS : 37.5 hours per week

EMPLOYMENT STATUS : Full-Time

EMPLOYMENT CLASSIFICATION : Exempt

LOCATION : 100% in-person, Frankfort KY

Job Summary is a heading in the original text. Directs the implementation and administration of mandated payroll regulations and policies and manages a diverse team of specialist accounting / payroll staff and student employees. Under limited supervision, manages and coordinates all aspects of the university\'s payroll function, servicing regular, temporary, adjunct faculty and staff, student, special compensation, and seasonal employees, both exempt and non-exempt.

Essential Job Functions

  • Oversees all facets of the daily operations of the organizational unit, ensuring compliance with University, state, and federal laws, policies, and regulations.
  • Supervises personnel, including work allocation, training, problem resolution, performance evaluation, and actions; motivates employees to peak productivity and performance.
  • Coordinates production of all bimonthly payrolls and the issuance of special checks.
  • Ensures accurate payment and reporting of all university employee benefits in compliance with tax laws, federal / state regulations, and university policy.
  • Ensures accurate and timely issuance of W-2s.
  • Manages development and administration of department records systems; oversees data entry of payroll records into the HR system.
  • Plans and implements programs to develop, adjust, and enhance payroll systems and procedures as required by tax laws, regulations, and university pay policies / initiatives.
  • Plans and manages departmental workflow; approves master payroll calendars and monthly processing schedule.
  • Oversees production of employee tax statements and notifications as required by law.
  • Develops and manages annual budgets and conducts cost / productivity analyses.
  • Participates in developing and maintaining policies, objectives, and plans; implements projects and programs to achieve goals.
  • Represents the organization at meetings and promotes programs and policies.

Knowledge, Skills, and Abilities

  • Knowledge of financial / business analysis techniques.
  • Knowledge of project management principles, practices, techniques, and tools.
  • Skill in organizing resources and establishing priorities.
  • Ability to supervise and train employees, including organizing, prioritizing, and scheduling work.
  • Ability to develop and maintain recordkeeping systems and procedures.
  • Strong interpersonal and communication skills; ability to work with a wide range of stakeholders.
  • Employee development and performance management skills.
  • Ability to process data and format / generate reports.
  • Knowledge of payroll principles for public institutions; budgeting and fiscal management skills.
  • Knowledge of hiring procedures and payroll, employment, and income tax laws and regulations.
  • Proficiency with PCs and payroll / HR software; ability to foster a cooperative work environment.
  • Ability to handle sensitive issues under stress; knowledge of employee benefits payroll.
  • Ability to re-engineer operations and implement new policies and procedures; manage automated payroll / HR information systems.
  • Ability to develop short- and long-range goals and resolve complex payroll problems.
  • Supervisory Responsibility

    This position does have supervisory responsibility.

    Performs miscellaneous job-related duties as assigned.

    Qualifications

    Bachelor\'s degree preferred with 3 to 5 years of directly related experience; CPP preferred.

    Licensing and Certifications

    Certified Payroll Professional (CPP) preferred.

    Working Conditions

    Work is normally performed in a typical interior / office environment. No or very limited physical effort required. No or limited exposure to physical risk.
