The Program Manager oversees the planning, execution, and performance of multiple government contracts to ensure full compliance with federal acquisition regulations (FAR / DFARS) and agency-specific requirements. This role serves as the primary point of contact between the company, contracting officers, subcontractors, and internal stakeholders, ensuring all program objectives are delivered on time, within budget, and to quality standards.
Key Responsibilities :
- Lead the full program lifecycle from contract award through closeout across multiple federal task orders and IDIQ / MATOC contracts.
- Serve as the primary liaison with Contracting Officers (CO), Contracting Officer Representatives (COR), and government stakeholders, providing regular reports, briefings, and performance updates.
- Develop and manage program schedules, budgets, risk registers, and performance metrics in accordance with contract requirements and internal PMP / compliance frameworks.
- Monitor compliance with FAR / DFARS clauses, agency supplements, cybersecurity mandates, safety requirements, and quality assurance procedures.
- Coordinate with cross-functional teams including engineering, operations, subcontract management, finance, and procurement to ensure successful project execution.
- Prepare and submit deliverables such as progress reports, QC plans, safety plans, invoices, RFIs, and contract modifications.
- Oversee subcontractor performance, negotiate change orders, and ensure flow-down of contractual requirements.
- Lead program reviews, audits, and government evaluations such as CDRLs, CPARS, and performance assessments.
- Identify areas for scope expansion, recompetes, and new opportunities to support business development efforts.
Requirements :
Bachelor’s degree in Business Administration, Engineering, Project Management, or related field (Master’s preferred).5+ years of experience managing federal government contracts or large-scale projects, preferably under DoD, GSA, DHS, or other federal agencies.Strong knowledge of FAR / DFARS, contract types (FFP, T&M, CPFF), and government procurement processes.PMP, DAWIA, CFCM, or FAC-P / PM certification preferred.Demonstrated ability to manage budgets, schedules, and high-performing teams in a fast-paced contractual environment.Excellent communication, negotiation, and leadership skills with the ability to interface effectively with government officials and internal teams.Active security clearance or eligibility preferred (if applicable to program requirements).
