Contract Administrator
The primary function of this position is to be responsible for contract administration and coordination of Kitsap PUD's procurement activities while maintaining compliance with local, state, and federal laws and requirements.
Reporting To : Contracts & Compliance Manager Department : Contracts & Compliance Schedule : Monday Thursday 6 : 30am 5 : 00pm
Requirements Include :
- Ability and skills in utilization of Microsoft Office tools including Word and Outlook

Responsibilities may include, but are not limited to :
Demonstrate a strong commitment to Kitsap PUD's core values when working alone, within a team and with customers and vendors.Apply organizational and time management skills.Use written and verbal communication skills to effectively communicate rules and regulations to employees.Exercise people and customer relationship skills with attention to detail.Apply knowledge of contract administration practices and procedures.Use experience with grant application and administration.Exercise proficiency with Microsoft Office software.Prepare, review, and monitor contracts for the acquisition of goods and services for the District.Ensure that District's procurement policies and processes comply with state and federal rules and regulations.Provide consultation and technical assistance to staff on routine and complex procurement and contracting processes.Assist in procurement and contracting activities, including but not limited to the following :Small works roster and vendor list.Recording documents with Kitsap County Treasurer and Auditor.Water system management contracts.Professional service agreements and building leases.Interlocal and franchise agreements.Contract development and document managementAdministration of grants.Be the liaison for the District to coordinate claims handling with the insurance risk pool, PURMS. Submit claim documentation and coordinate information requests from the pool administrator.Desirable Qualifications Include :
High school graduate or GEDAbility and skills in utilization of Microsoft Office Suite including Excel, PowerPoint, Teams, and AccessFamiliarity with project management software and methodologiesTwo years of procurement experience, which may be concurrent with contract administration OR a degree with major coursework in business administration, contract administration, procurement, supply chain management or related field.Experience with the principles and practices of governmental procurement, negotiation techniques and project management.Two years of contract administration experience or equivalent experience in a closely related field.Special Requirements
Working conditions include, lift, and move up to 25 pounds, frequently sitting for extended periods, office with low to moderate noise level.
