Job Summary

Under direction of the Finance Director, manages complex studies and projects of a citywide nature often involving representation of the Finance Director. In this role, you will report directly to Finance Director and provide project management support to the Executive Leadership Team on high priority projects identified by the Finance Director / City Manager's Office. Position will manage the planning, scoping, and execution of special projects for the Department.

Experience, Knowledge, Skills

  • Bachelor's degree gained through a four-year college / university academic program or specialized technical training of equivalent length and 5+ years of professional experience in public or business administration, public affairs, or a related field; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Experience with of public administration concepts and theories.
  • Experience with principles and practices of government and government programs in assigned area of responsibility.
  • Experience with creatively working with a variety of public finance tools.
  • Experience building complex public sector financial models.
  • Ability to assimilate and understand complex information and then clearly communicate both verbally and in written format.
  • Strong report writing techniques and advanced principles and practices in assigned area of responsibility.
  • Ability to analyze information and processes and develop more effective or efficient processes.
  • Experience with public relations principles.
  • Experience with project management methods, research, and statistical analysis and theory.
  • Experience with applicable Federal, State, and Local laws, rules and regulations.

Essential Functions

  • Performs project and policy analysis, which includes conducting research; analyzing a variety of statistical data and / or information; determining and raising pertinent issues; summarizing findings; presenting results and recommendations of findings.
  • Assists in the development and implementation of Department and citywide goals, objectives, policies, priorities and procedures.
  • Manages, coordinates and administers special projects, which includes planning projects; monitoring budget; coordination with staff liaisons; managing external consultant teams, interdepartmental teams, and maintaining relations with both internal and external stakeholders and presenting project reports to Executive Staff, Boards and Commissions, and City Council.
  • Develop and present complex materials to a wide range of staff and executive level managers and stakeholders while understanding the complex nature of working within a large governmental organization
  • Serves as a liaison with employees, other Departments, and external organizations; represents the Department at a variety of meetings, public events, training sessions, on committees, and other related events. Maintains relations with community and stakeholder groups.
  • Serve as project manager for key Department contracts including interpreting and applying program / project requirements, procurement, managing task orders and vendor relationships
  • Advise Executive Leadership Team on strategic planning, reporting and implementing the Department budget and priorities
  • Prepares a variety of reports / memorandum summarizing project, study, and program data; analyzes related data and makes recommendations based on findings. Includes development of City Manager / Council reports and presentations.
  • Coordinates preparation of project funding, grants, and / or contracts.
  • Managing projects; eliciting cooperation and collaboration from others as well as creatively solve problems and resolve disputes
  • Performs related duties of a similar nature or level.

    • Work Environment and Physical Requirements

  • Safe to minimal hazards that are typically found in general office environment where there is rarely little or no exposure to injury or accident.
  • Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and / or standing as needed and minimal.
  • Works in office environment; sustained posture in a seated position for prolonged periods of time. May be required to travel by auto or public transportation for training or job assessments.
  • Positions in this class typically require reaching, standing, walking, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions.
  • Light Work : Exerting up to 20 pounds of force occasionally, and / or up to 10 pounds of force frequently, and / or negligible amount of force constantly to move objects. If the use of arm and / or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
