Payroll Processor
Under general supervision, processes, maintains, and reconciles County-wide payroll within established deadlines; maintains payroll records and reports for accounting of salaries and wages due, accruals, deductions, and other payroll functions; resolves adjustments to gross pay, withholdings, deductions, and other payroll functions; maintains and adheres to payroll policies and procedures, FLSA, and state laws; and serves as a resource for payroll related questions and issues.

Minimum Qualifications
- Bachelor's degree in Accounting, Finance, or related field;
- Three (3) years of experience in :
payroll processing at a PERA / ERA affiliated employer; OR
complex accounting duties including journal entry, financial statements, chart of accounts, reconciliation, or auditing for a medium to large employer or governmental entity;OR a combination of education and experience totaling seven (7) years. CPA preferred, but not required.Other Requirements
Valid New Mexico driver's license or ability to obtain a valid New Mexico driver's license within 30 days of hire.Essential Job Functions
Coordinates, trains, directs and reviews the work of assigned staff; assigns tasks and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.Processes bi-weekly payroll according to established deadlines; calculates timesheets, separating overtime, straight paid overtime, vacation, sick, compensatory time, holidays, differential pay, and subsidy pay; enters compensatory time in the computer system; runs reports and compares entries ensuring time and deductions are correct; initiates necessary corrections; enters employee information into payroll accounting system, posts changes in employee pay and tax status; runs the direct deposits and hard checks along with all necessary registers and reports; updates employee accruals; analyzes reports to ensure accuracy; downloads direct deposit and transmits payroll record to financial institutions; receives financial institution confirmation email and files with the final proof for payroll; ACH reporting of direct deposits; updates payroll records by reviewing and approving changes to exemptions, insurance coverage, miscellaneous deductions, job titles, and department / division transfers.Prepares for financial audits and works with audit firms during annual audit; prepares special financial reports by collecting, analyzing, and summarizing account information and trends; provides data, spreadsheets and other documents in response to internal audit requests and external audit requests from the State and other entities.Calculates and processes all final payout checks for employees retiring or terminating.Maintains files for employee direct deposit requests, all garnishments, and child support including employee notification.Analyzes data from reports sent by entities to actual deductions to ensure correct amount for vendor checks; prepares payroll vendor checks; verifies and mails out payroll deduction vendor checks.Verifies and calls in federal, FICA and Medicare amounts by deadline; makes any necessary adjustments; and calculates and submits correct amount owed to Retiree Health Care.Reconciles, reports, and processes audit deliverables for payroll; submits bi-weekly deductions to Public Employees Retirement Association (PERA), NMRHCA and ICMA.Compiles and submits required reports; reconciles and reports State of New Mexico payroll withholdings monthly; compiles employment statistics report and communicates the information to Workforce Solutions per requirements; reconciles 941 to general ledger and reports to IRS; maintains compensated leave schedule.Researches and compiles payroll records requested by department heads, employees, and or other entities; processes any corrections or errors in payroll due to missing information such as salary increases, shift differentials, and miss coding to resolve any discrepancies.Maintains annual W2 / W4 process including setup, reporting and distribution.Compiles, processes, and completes journal entries.Complies with federal, state and local legal requirements; researches existing and new legislation; enforcing adherence to requirements; provides advice on needed actions; and maintains guidelines by writing and updating policies and procedures.Performs other job-related duties as assigned.Sandoval County offers benefits to full-time and part-time employees working 20 hours or more a week including : Health Care, Dental, Vision, Flexible Spending Account, Life Insurance, Long-Term and Short-Term disability insurance, Holiday pay, Vacation and Sick Leave, Deferred Compensation Plan.
