Technical Writer - 1099 (3-Month Contract)

The Office of the CIO (OCIO) of a major government agency requires contractor support to assist technical staff in understanding the technical dependencies, potential challenges and costs associated with separating a large portion of its IT services into an independent entity. IT services are defined as the IT systems (applications), data, and hardware that support the agency. This includes IT services housed at the agency’s facilities, data centers, and in the cloud, to include SaaS. The assessment will include more than 25 applications. Note : This is a 1099 independent contractor opportunity, not a W-2 employee position. Contractors are engaged for specific projects or deliverables and are responsible for their own taxes, insurance, and benefits.

Responsibilities

Develops the Separation Analysis Report and supporting documentation. Responsibilities include preparing architectural diagrams, cost matrices, and comparison tables, as well as documenting methodologies, assumptions, and compliance mappings. The Technical Writer ensures clarity, consistency, and readability across deliverables, and supports knowledge transfer by creating executive summaries and appendices.

Requirements

• Bachelor’s Degree in Computer Science or related field.
• At least 5 years experience in Technical Writing.
• Demonstrated ability to develop clear, consistent, and well-structured technical documentation.
• Experience preparing architectural diagrams, cost matrices, and comparison tables.
• Skilled in documenting methodologies, assumptions, and compliance mappings.
• Ability to produce executive summaries, appendices, and knowledge-transfer materials for diverse audiences.
• Strong editing and communication skills for readability and stakeholder engagement.

This engagement is structured under a 1099 independent contractor agreement. Contractors :
