The New York City Department of Health and Mental Hygiene (DOHMH) is one of the oldest health departments in the country with over 200 years of experience in promoting and protecting the health of city residents. The New York City Health Department's Division of Disease Control is responsible for the prevention, identification, surveillance, and control of infectious diseases in NYC. The Division is comprised of seven bureaus : Bureau of Division Management and Systems Coordination, Bureau of Communicable Disease Control, Bureau of Hepatitis, HIV and STIs, Bureau of Immunization, Bureau of Tuberculosis Control, Bureau of Public Health Clinics and the Public Health Laboratory. The Bureau of Division Management and Systems Coordination (DMSC) leads administrative, surveillance, informatics, preparedness, policy, communications, community engagement, and social justice activities for the Division and guides the strategic use of Division resources to advance innovative and effective policies and programming. Reporting directly to the Executive Director and in support of the Deputy Commissioner and Assistant Commissioner, the Director of Programs and Strategy will plan, manage, and evaluate division-wide and DMSC-wide initiatives, coordinate goal and performance management activities, develop new programming and conduct program evaluation, identify grant opportunities and lead grant management activities, serve as a divisional liaison as assigned, and lead special projects.

Duties Will Include But Not Be Limited To :

• Initiatives of the Division of Disease Control and Bureau of Division Management & Systems Coordination - Reporting directly to the Executive Director and in support of the Deputy Commissioner and Assistant Commissioner, organizes division-wide and bureau-wide initiatives including, but not limited to, Disease Control Data Alignment Task Force, Community of Research Practice, Mentorship program, division and bureau-wide meetings, and goal and performance management activities.
• Play a key role in planning, managing, and sustaining initiatives in collaboration with designated staff; ensures the processes are followed, and data analysis and reports are completed timely.
• Liaise seamlessly with Disease Control bureaus, other divisions, funders, and external partners as needed to ensure successful collaborations.
• Coordinate activities related to audits and invoices, as directed.
• Lead special projects, research activities, training programs, and report development as needed.
• Program Development and Management - Identify programming needs across the bureau and division that align with annual goals.
• Initiate specific DMSC programmatic initiatives that have a potential positive impact on DMSC and Disease Control, including collaboration with partners, staff coordination, budgeting, program design, implementation, evaluation, and dissemination of results.
• Collaborates with bureau staff, other divisions, external partners, and funders as needed to gather resources and successfully build new programs with input from all stakeholders.
• Oversees implementation of new programs to ensure they run as intended; conducts program evaluation in support of continuous improvement activities as needed.
• Play a lead role in project design, implementation, evaluation, and dissemination of results widely to inform new programming.
• Proactively identifies potential barriers to program success and suggests solutions to resolve them.
• Grants Management - Oversee grants management activities for DMSC priorities.
• Develop well-written proposals, program plans, and narrative and budget reports.
• Proactively identifies funding opportunities and competently responds to public and private grant opportunities in cooperation with appropriate program staff as needed.
• Effectively manages staff to develop and manage all aspects of project budgets, including procurement of vendors, invoicing, and follow-up as needed.
• Oversee the tracking of project progress, milestones, and funding spend-down, and oversee reporting to stakeholders and funders.
• Supervision of staff 1. Effectively manage assigned staff, hold individual and group meetings, direct day-to-day operations, and provide ongoing constructive feedback and overall supportive supervision.
• 2. Complete performance evaluations and hold career development discussions.

Qualifications :

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have : 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and / or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above. NOTE : Probationary Period Appointments to this position are subject to a minimum probationary period of one year.
