Duties
- The Supervisory Maintenance and Operations Engineer is a key engineering advisor reporting directly to the Chief of Engineering Service.
- The Supervisory Maintenance and Operations Engineer is a responsible leader and a member of the Engineering management team and is relied on for authoritative advice on all aspects of design and construction matters.
- The Supervisory Maintenance and Operations Engineer makes recommendations to the Chief of Engineering for final approval, and has responsibility and accountability for all aspects of the Medical Center Future operations and planning program and oversight.
- Works closely with peers in other service lines to meet their project needs as internal customers and the needs of external customers as well.
- This position is responsible for the planning, organizing, directing, evaluating, and management processes for the Engineering Service Maintenance and Operations Section that includes setting qualitative and quantitative standards.
- Provides professional and technical guidance and direction and review of assigned programs, including professional engineering work in several disciplines such as; architecture, civil engineering, energy engineering, electrical engineering, mechanical engineering, structural engineering, environmental engineering, fire safety and safety engineering.
- Within Maintenance and Operations Section, the Supervisory Maintenance and Operations Engineer manages human resource functions such as hiring, performance, training and development. This position ensures internal personnel-related programs are dealt with in a timely and efficient manner; communicates agency and local policies and priorities to all employees within the projects section; delegates to subordinates the authority and responsibility to carry out assigned tasks; follows progress of each and recommends improvement to be made where warranted; ensures labor / management relations are maintained in accordance with Medical Center policy and procedures; and that other requirements such as effective use of performance standards, EEO policies, and other personnel-related rules and regulations are effectively enforced.
- Provides technical advice on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset Inventory, Capital Asset Resource Survey, Deferred Maintenance, and a myriad of engineering related topics.
- As part of the Engineering planning team, the Supervisor, Maintenance and Operations Section supports the Strategic Capital Investment Planning (SCIP) process. The Supervisory Maintenance and Operations Engineer participates in discussion of proposed capital projects for the station and makes preliminary designs of major alterations, improvements, and additions to implement the Medical Center programs.
- This position receives administrative direction from the Chief, Engineering Service with assignments in terms of broadly defined project related functions. Using professional engineering staff and / or consultants to supplement his / her skills, the Supervisory Maintenance and Operations Engineer provides a complete professional project engineering service to meet the needs and requirements of the medical and administrative staff of the Medical Center.
- This position is responsible for the implementation of the Medical Center's capital improvement program. Identified needs are individually transformed to engineering requirements, estimated, accomplished locally, or recommended as part of a comprehensive plan for agency funding.
- Develops technical data regarding materials, sizes, dimensions, quantities, and costs to be incorporated in formal specifications. Conducts site visits. Ensures construction is conducted in accordance with established specifications including but not limited to VA Construction and Facilities Management (CFM) Standards, American Institute of Architects (AIA), Facility Guidelines Institute (FGI), American Society of Heating Refrigeration and Air-Conditioning Engineers (ASHRAE) standards, US Pharmacopeia (USP) 797 / 800 Standards.
- Researches and / or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Maintenance and Operations Engineering Section.
- Plans and / or accomplishes special Maintenance and Operations efforts as required. Conceives and implements new initiatives and Maintenance and Operations to strengthen, facilitate, and integrate programs. Undertakes or participates in special Maintenance and Operations efforts, ongoing analyses, investigations, and initiatives that have high priority for the Chief of Engineering Service.

Qualifications
BASIC REQUIREMENTS : To qualify for appointment to this position, all applicants must possess the following :
Citizenship : Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407(a).
Language Proficiency. Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).
Education : Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by ABET, Engineering Accreditation Commission or National Council of Architectural Registration Boards. Examples include Electrical, Mechanical, Biomedical, Civil Engineering, Architecture and Architectural Engineering. Titles may vary.
OR,
Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree or an Engineering in Training certificate from any state.
OR,
Evidence of current professional registration or licensure as a Professional Engineer or Architect.
May qualify based on Grandfathering Provision as described in VA Qualification Standard.
GRADE DETERMINATIONS. In addition to the basic requirements, the following criteria must be met when determining grade.
(a) Knowledge of mechanical, electrical, structural, civil and other engineering / architectural principles in healthcare.
(b) Knowledge of healthcare industry standards and regulatory requirements (e.g., TJC, OSHA, NFPA).
(c) Knowledge of construction standards, methods, materials to determine compliance.
(d) Skill in researching and analyzing information to develop innovative solutions.
(e) Ability to plan and execute complex projects and inspections with budget considerations.
(f) Ability to lead multi-disciplinary task forces and coordinate with design and construction firms.
AND
Supervisory Healthcare Engineer, GS-13.
KSAs : In addition to experience, demonstrate : (a) data analysis for workload, quality and productivity; (b) management of department resources; (c) supervisory duties; (d) effective communication; (e) prioritization and problem solving; (f) ability to draft local policies; (g) ability to manage evolving scenarios.
Assignment : Supervisory duties must be performed at least 25% of the time. The incumbent supervises professional engineers and related staff at GS-13 level and below.
