Salary : $24.00 - $27.00 hourly commensurate with experience

Reporting Relationship : Reports to the Executive Director

General Summary of Duties : This is a full-time paid position based at the Institute for Human Services

location in Bath, N.Y. The Mobility Manager is responsible for the development, coordination, and promotion of

Transportation services in Steuben County in coordination with regional transportation providers. The

Incumbent will work under the general supervision of the Executive Director and serve as the facilitator for the

Steuben County Coordinated Public Transit-Human Services Transportation Advisory Committee.

Essential Duties and Responsibilities :

  • Enhance Transportation Access : Coordinate and promote transportation services in Steuben County, emphasizing access for individuals with disabilities, older adults, and low-income residents.
  • Facilitate Collaboration : Serve as liaison among transportation providers, human service agencies, community organizations, employers, and consumer groups to improve coordination and resource use.
  • Program Development & Funding : Design, implement, and secure funding for programs addressing community transportation needs and increasing public awareness of available services.
  • Plan Implementation : Lead the development and execution of priorities outlined in the Steuben County Coordinated Public Transit–Human Services Transportation Plan.
  • Needs Assessment : Evaluate unmet or emerging transportation needs; recommend new routes, schedule changes, service enhancements, technology integration, and cross-system coordination.
  • Data-Driven Planning : Integrate GTFS-based planning and analysis across all county transit services, including volunteer driver programs.
  • State Program Support : Advance NYSDOT initiatives related to job access and services for older adults and individuals with disabilities.
  • Marketing & Outreach : Create and disseminate marketing materials targeting employers, employees, and human service partners.
  • Digital Management : Maintain and update the transportation coordination website.
  • Grant & Report Management : Research, write, and manage grants and required reporting in an accurate and timely manner.
  • Community Education and Engagement : Create and present community transportation educational workshops, travel training, and represent transportation initiatives at community events to promote awareness and participation including volunteer recruitment.
  • Other Duties : Perform additional related tasks as assigned.

Required Knowledge and Skills : Independent and professional with strong verbal and written communication skills. Poverty-informed, customer-focused, and highly organized with strong attention to detail and task prioritization. Skilled in problem-solving, community needs assessment and leveraging human services resources. Proficient in SharePoint, cloud-based systems, website management, and other computer software. Exercises sound judgment and decision-making to achieve transportation goals. Team-oriented with knowledge of Steuben County geography and NYSDOT grant programs.

Qualifications : Associate's degree in business, human services, education, or a related field and at least four years of experience in transportation service design, project management, planning, or data entry; or a bachelor's degree in a related field with at least two years of relevant experience.

Additional Requirements : Full-time schedule : Monday–Friday, 8 : 30 AM–4 : 30 PM (37.5 hours / week). Occasional evenings, weekends, and travel (including air) may be required. Must hold a valid NYS driver's license, maintain a clean driving record, and have reliable transportation for meetings and events.
