Job Description

Turner & Townsend is seeking a Lead Project Manager to oversee a large-scale public sector construction program. This role requires deep expertise in design, construction, and operations, along with a proven ability to lead complex municipal and infrastructure projects from conception through completion. The ideal candidate is a strategic, collaborative leader with strong stakeholder engagement skills and a track record of delivering high-impact public sector initiatives.

Projects may include ground-up building developments, capital improvement programs, and renovations. The scope of work will span a diverse range of project types, requiring adaptability and a broad understanding of public sector construction. An infrastructure background is highly desirable.

This role requires working onsite at the client's approximately 23 miles North of St Petersburg, FL on a full-time basis.

Responsibilities :

  • Lead full lifecycle project and program management from pre-design through close-out.
  • Serve as the senior liaison between Turner & Townsend, clients, contractors, consultants, and city agencies.
  • Oversee scope, budget, schedule, procurement, quality, and risk across multiple concurrent projects.
  • Provide strategic advisory support during early planning and pre-design phases.
  • Facilitate high-level stakeholder meetings and drive alignment across departments and agencies.
  • Lead change management and ensure documentation is current, accurate, and accessible.
  • Prepare and present executive-level reports, financial updates, and project dashboards.
  • Ensure compliance with safety, quality, and environmental standards.
  • Manage permitting and coordination with utility providers and regulatory bodies.
  • Lead procurement efforts including RFP development, bid evaluations, and contract negotiations.
  • Mentor and guide junior project managers and contribute to team development.
  • Conduct risk assessments and develop mitigation strategies tailored to public sector environments.
  • Champion sustainability and resilience initiatives in project planning and execution.
  • Identify and implement improvements to project management tools, processes, and templates.
  • Support client decision-making with data-driven recommendations and scenario planning.
  • Coordinate with internal leadership to align project delivery with broader program goals.
  • Represent Turner & Townsend in public forums, community meetings, and agency briefings.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.

Qualifications

  • Able and willing to work onsite in Clearwater, FL on a full-time basis.
  • 10+ years of progressive project management experience in public works, municipal infrastructure, or related sectors.
  • Proven success leading complex design and construction projects, including civic buildings, parks, infrastructure upgrades, and ground-up developments.
  • Experience managing capital improvement programs and renovation projects, including fire suppression systems.
  • Strong strategic planning and advisory capabilities.
  • Exceptional communication, leadership, and stakeholder management skills.
  • Proficient in Microsoft Office Suite, MS Project, and project management software; familiarity with contracts and construction documentation.
  • Ability to interpret construction drawings / specs and develop RFPs and contracts.
  • Bachelor's degree in Architecture, Construction Management, Engineering, or related field.
  • Professional certifications such as CCM, PMP, or PE preferred.
  • Demonstrated ability to manage multiple priorities in a fast-paced, collaborative environment.
  • Experience with public sector procurement and regulatory compliance.
  • Familiarity with sustainability frameworks and resilience planning.
  • Infrastructure experience is a plus.
