We are seeking a mission-focusedSenior Continuity of Operations (COOP) Program Manager to lead the Defense Logistics Agency (DLA) DXM Continuity of Operations program. In this role, you will manage continuity planning, crisis response, readiness reporting, and training initiatives to ensure the agency can sustain mission-essential functions during crises. You will work directly with senior DoD leaders, interagency partners, and contractor staff to maintain compliance with national continuity policy and DoD directives.
Location : Pentagon (Arlington, VA), Fort Belvoir, VA, DHS National Operations Center (Washington, DC), Mark Center (Alexandria, VA), and other facilities as required. (Local / DMV applicants only)
Clearance : Final Secret clearance with SCI eligibility, based on Tier 5 Background Investigation
Must have a PMP.
General Duties :
- Program Leadership : Oversee the development and execution of DLAs COOP program, ensuring compliance with Federal Continuity Directives, DoD Instructions, and DLA policy.
- Training & Exercises : Design and execute continuity exercises, table-top discussions, training for senior executives and successor personnel, and after-action reports.
- Crisis Management : Support real-time crisis operations by developing decision support products, situational awareness updates, and crisis response guides.
- Readiness Reporting : Maintain continuity plans, readiness trackers, and facility preparedness documentation.
- Policy & Documentation : Draft executive correspondence, memoranda, and operational briefings for DoD leadership.
- Knowledge Management : Oversee use of classified / unclassified systems (Teams, SharePoint, portals) for program information sharing.
- Stakeholder Coordination : Engage DoD, Interagency, SES, and Flag Officer-level officials to facilitate continuity and crisis management missions.
- Team Oversight : Lead contractor staff and ensure compliance with deliverables, reporting, and quality assurance standards.
Responsibilities under this task order may include, but are not limited to, the following :
Provide mission support for exercises, facilities, development, training, continuity planning, readiness reporting, and crisis management in support of national security and continuity operations.Draft and assist with coordination of DoD executive correspondence, memorandums, briefings, issuances, and operational reports.Assist the government in developing continuity of operations exercise planning, development, exercise execution, draft after-action reports, and facilitate corrective actions.Assist with DoD table-top exercises / facilitated discussions at the Senior Executive Service (SES) and Flag Officer level by developing exercise products, presentation slides, and exercise injects.Assist the government in developing and implementing continuity-training products tailored to develop subject matter experts in continuity principles.Assist the government in developing and implementing Secretary Successor training and orientation.Assist the government with continuity program management.Coordinate and execute the scheduling and manifesting of air transportation missions and monitoring of schedules for select personnel, to meet readiness requirements.Provide mission support and technical advice to the Secretary and Successor decision support staff, develop, and maintain decision support products, and other work products.Conduct crisis management planning, build and develop crisis response field guides and templates, perform coordination, conduct crisis management training, organize and schedule meetings, take meeting notes, and write reports.Support the preparation for special events (to include National Special Security Events (NSSEs)), develop planning products, conduct briefings, Defense Continuity Crisis procedures, response support, provide situational awareness and briefing products, and develop and maintain standard operating procedures.Conduct liaison across the Department of Defense, the Interagency, and at the Deputy Assistant Secretary Defense and Assistant Secretary of Defense level in support of continuity and crisis management missions.Support knowledge management functions on Microsoft Teams, shared drives, and e-mail archives. Develop and maintain websites. Identify, recommend, and support knowledge management processes within DXM. Reconcile plans, policy, and procedure documents maintained by DXM.Assist the government in developing and maintaining a Secretary Successor personnel location and disposition, and an alternate facility readiness tracker on a classified web portal.Conduct interagency and intradepartmental coordination with stakeholder organizations to support of office mission areas.Support facilities management, site support, and administration required by the government.Qualifications :
Educational Background : Bachelors degree from a four-year accredited college or university.Certification : Project Management Professional (PMP) required.Professional Experience : At least 5 years of relevant program management experience, preferably in continuity, emergency management, or DoD program support.Security Clearance : Final Top-Secret clearance with SCI eligibility, based on Tier 5 Background Investigation.Policy Experience : Strong familiarity with National Continuity Policy, DoD COOP directives (3020.26, 3020.42, 3020.44), and Federal Continuity Directives.Technical Proficiency : Skilled in Microsoft Office Suite, Adobe Acrobat, Microsoft Teams, and SharePoint.Interpersonal Skills : Strong leadership, briefing, and stakeholder engagement skills with advanced written and spoken English communication skills.
