Performs work to enable effective sourcing and contract administration and management in support of Metro's acquisition strategies. Examples of duties include summarizing technical specifications for Request for Proposals (RFPs) and Invitation for Bids (IFBs); performing cost / price analyses on contractor proposals and bids; planning procurement processes and assisting user departments with setting schedules; scheduling advertising and announcement of RFPs and IFBs; holding pre-proposal and bid conferences to answer questions; leading proposal and bid evaluation teams; evaluating proposals and bids, including cost / price analysis; preparing award recommendations for management; attending various meetings, including pre-bid and post-bid debriefings; monitoring contract compliance and negotiating amendments and / or change orders; establishing pricing / negotiation strategies; analyzing cost / price elements in contractor proposals, bids, amendments, or change orders; determining market effect on pricing; resolving problems and disagreements between contractors and user departments; converting purchase requisitions to Awards (Purchase Orders) in Metro's online system, including change orders and modifications; negotiating contract costs, terms, and conditions with vendors; preparing reports and correspondence; reviewing and approving contractor invoices; assisting new vendors with requirements of the procurement process; conducting closeout actions upon contract completion, such as final audit, payment, etc.; providing guidance and assistance to new or entry-level employees; and contributing to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out. May be required to perform other related job duties.
