Summary

The MIL Corporation is seeking an experienced Proposal Management, Senior Analyst to support our team. We are a growing mid-size company who is successful in the delivery of financial, IT, and engineering services to the federal government. This is an excellent opportunity for someone with 6+ years of experience who would like to grow with our company.

The Proposal Management, Senior Analyst will lead, manage, and participate in the full lifecycle of proposal development, from pre-RFP planning through final submission. The successful candidate will work closely with cross-functional teams in the development and submission of high-quality proposals in response to Requests for Proposals (RFPs), Requests for Quotes (RFQs), Requests for Information (RFIs), and other solicitations.

This position currently requires a remote schedule with ability to travel within the DMV and Southern Maryland area, as needed. Schedule is subject to change based on company / contract requirements.

Responsibilities

  • Lead and manage the end-to-end proposal development process in response to federal solicitations
  • Interpret and analyze solicitation documents to develop compliance matrices, proposal outlines, and schedules
  • Lead, facilitate, and participate in proposal kickoffs and color team reviews (Pink, Red, Gold)
  • Facilitate and support proposal strategy and storyboard sessions, including solution refinement and proposal readiness assessments, and incorporate win strategies, key messaging, and customer hot buttons into proposal planning
  • Coordinate with cross-functional teams including capture managers, writers, technical SMEs, graphics, contracts, HR, pricing, and executives
  • Assign writing and review responsibilities, provide writing and review guidance and input, and oversee content integration
  • Manage communications related to proposal development progress
  • Ensure all proposals volumes are integrated, strategically positioned, and fully compliant with all instructions, requirements, and evaluation criteria as outlined in the solicitation
  • Support knowledge management and the ongoing development of proposal best practices (e.g., processes, tools, templates, and style guides)
  • Lead and facilitate post-submission activities including lessons learned; client debriefs, clarifications, or amendments; proposal archival; and proposal content library
  • Other responsibilities may include :

Opportunity Search - Conduct daily review of federal government procurement sites to identify and disseminate information on new business opportunities to VPs

  • Monitor the status of all active business pursuits and provide regular updates to relevant stakeholders to support informed decision-making
  • Conduct and support research efforts to qualify new leads and inform strategic decision-making during the opportunity identification and capture process
  • Support other department activities, as needed, at the direction of the Proposal Director
  • Travel

    Circumstances occasionally require travel, late nights or weekend work; however, this is the rarity, and not the norm.

    Required Qualifications

  • Minimum 6 years of experience in federal proposal development, with 3+ years in a proposal management role
  • Proven experience managing compliant and successful proposals for federal agencies
  • In-depth understanding of the federal acquisition process and solicitation types (RFP, RFQ, RFI, IDIQ, BPA, GWAC)
  • Ability to promote best practices for proposal management and proposal development process
  • Excellent oral, written communication skills, and interpersonal communication skills
  • Demonstrated ability to adapt to changing schedules in a fast-paced and demanding environment
  • Strong leadership, project management, organizational skills
  • Ability to manage complex and / or concurrent proposals
  • High level of proficiency with MS Office Suite (Word, Excel, PowerPoint, SharePoint) and Adobe Acrobat
  • Desired Qualifications

  • Association of Proposal Management Professionals (APMP) certification

    For this position, the projected compensation range is $69,804 - $133,000 per year. This estimate represents the typical salary range and is just one part of MIL's complete compensation package.
