Emergency Management Specialist

Location : Portsmouth, VA FCC Portsmouth- Naval Medical Center- Portsmouth Work Schedule : Full-time (remote work may be available with Government approval) Clearance : Must be able to obtain and maintain a federal security clearance Travel : Required to multiple FCC sites (Falls Church, VA; Jacksonville, FL; San Diego, CA; Camp Pendleton, CA)

Position Overview

The Emergency Management Specialist will support the U.S. Navy Bureau of Medicine and Surgery (BUMED) by providing expert emergency management planning, policy development, training, and exercise support. This role is responsible for overseeing all-hazards emergency management programs, supporting Continuity of Operations (COOP), Defense Support of Civil Authorities (DSCA), and National Disaster Medical System (NDMS) initiatives. The successful candidate will coordinate interagency activities, develop and implement policies, and support large-scale exercises to ensure operational readiness across Navy medicine.

Key Responsibilities

Program & Policy Support

• Manage all-hazards emergency management programs including DSCA, COOP, and NDMS initiatives.
• Conduct policy reviews, draft and revise SOPs, CONOPS, and implementation plans.
• Provide technical and policy support for DoD interagency coordination, policy development, and action officer responsibilities.
• Maintain and oversee emergency notification systems to ensure readiness.
