Senior Deputy Fire Marshal
Organization's Summary Statement : The Senior Deputy Fire Marshal serves as the lead technical expert for hazardous materials fire code compliance. This position assists the Fire Marshal by developing and implementing programs to address complex codes, laws, and regulations and to provide best practices to support the mission of the university. This position serves as the lead technical expert and primary inspector for hazardous materials use and storage, conducting routine and comprehensive fire safety inspections of all laboratories and other campus buildings to ensure compliance with relevant local, state, and national fire codes. The Senior Deputy Fire Marshal provides senior-level leadership and strategic oversight of ESSR's emergency management and continuity of operations programs, and develops, implements, and delivers programs to prepare ESSR to respond to a variety of complex incidents including hazardous materials and fires utilizing technical requirements and fundamentals of emergency management, ICS, and NIMS. On behalf of the Office of the Fire Marshal and serving as an ESSR Incident Commander, the Senior Deputy Fire Marshal provides leadership for multi-disciplinary, multi-unit incidents, supporting external agencies by providing information on facilities, operations, and hazardous conditions. This position conducts and oversees technically complex fire and explosion investigations to determine origin and cause, preparing detailed reports for regulatory and legal purposes.
Physical Demands : The incumbent uses a computer, telephone, other office equipment, and two-way radio as needed to perform duties and is regularly required to sit, talk, or hear; frequently required to use repetitive hand motion, handle or feel, and to stand, walk, reach, bend or lift up to 25 lbs. Work conditions include being in large groups of people. The incumbent may be subject to periods of stress during emergencies and investigations. Inspection tasks involve the performance of moderately physically demanding work, which may involve some combination of running, climbing or jumping, and may involve the lifting, carrying, pushing, and / or pulling of light supplies and equipment. Working nights, weekends, and holidays and in adverse weather conditions is sometimes required. Periods of 24 hour on-call capability is required. Must possess a valid driver's license.
Preferences : Minimum of 7 years experience as a fire marshal or fire inspector Experience in a college, university, and laboratory setting. Expert knowledge of hazardous materials fire code regulations. Experience leading incident response following ICS and NIMS. Experience as a fire officer or other closely related leadership position with at least three years managing a related program. Experience in developing and delivering effective training programs for a diversity of learners. Experience applying the principles and practices of emergency management. Experience independently conducting fire investigations and preparing reports. Relevant certifications (ICS300, ICS400, Fire Inspector, Fire Investigator, Instructor, Hazardous Materials Operations) Licenses / Certifications : Must possess a valid driver's license.
Minimum Qualifications
Education : Bachelor's degree from an accredited college or university. Experience : Two (2) years of experience managing daily fire safety or emergency management operations. Other : Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education. Other : Must meet educational and certification qualifications in Maryland Public Safety Article to be appointed, and maintain appointment, as an Assistant State Fire Marshal.
KNOWLEDGE, SKILLS, & ABILITIES : Knowledge of federal, state, and jurisdictional regulations, codes, standards, and requirements applicable to fire, life safety, and fire investigations. Knowledge of fire protection and hazardous materials systems and equipment. Skill in oral and written communication. Skill in the use of Microsoft Office and Google Workspace products. Ability to interpret and apply policies, procedures, regulations, and laws. Ability to multitask while demonstrating a commitment to customer service.
