Risk Management Framework (RMF) Manager / Network Certification Analyst

STi is seeking a knowledgeable RMF Manager / Network Certification Analyst to support the Risk Management Framework (RMF) Assessment & Authorization (A&A) process for COMSUBLANT submarine networks. This role ensures submarine units achieve and maintain Authority to Operate (ATO) compliance in accordance with Navy cybersecurity policy.

Key Responsibilities :

  • Review and validate A&A documentation for accuracy and compliance with current policies.
  • Track and manage A&A process timelines for assigned units.
  • Provide guidance to ISIC and shipboard IT Divisions on A&A policies and certification maintenance.
  • Maintain awareness of changes to RMF guidance and communicate updates clearly to submarine crews.
  • Advise Type Commanders on A&A process status, trends, and recommendations for improvement.

Minimum Qualifications (Required) :

  • Active SECRET clearance at time of hire.
  • Specialized Experience : Minimum 3 years' hands-on experience with submarine network systems and / or major network administration systems aboard U.S. Navy submarines (or equivalent civilian).
  • General Experience : Minimum 5 years' management experience in secure IS environments aboard Navy ships / submarines.
  • DoD 8570.01-M IAT Level I certification (e.g., CompTIA A+, Network+, Security+) or ability to obtain before start.
  • Ability to perform physically aboard ships : extended walking, ladder climbing, confined spaces, working aloft.
  • Preferred Qualifications :

  • Prior experience preparing and submitting ATO packages.
  • Familiarity with submarine network architecture and CSL A&A processes.
  • Strong communication skills for technical and policy briefings.
  • Travel : Primarily based at assigned homeport; may include short underway periods or occasional travel for training, meetings, or support of assigned submarines.
