The UC TFC Licensing Specialist is primarily responsible for recruiting, training, and licensing foster homes intended to work with Unaccompanied Children in Transitional Foster Care (TFC). The role includes coordinating TFC foster care placements, overseeing foster care orientation and training, retention and advocacy, and involvement in community foster parent coalitions or groups promoting sustainability in TFC placements. This position operates with moderate supervision and adheres to agency, federal, and state requirements.
Responsibilities
Recruit and license foster homes, including conducting trainings and monitoring progressRe-license homes, complete annual evaluations, coordinate transfers, relocations, and closuresConduct post-placement follow-up on foster homesCollaborate with assigned case managers and site supervisorsMaintain current available homes and on-call list for referralsCoordinate placement plans with foster care supervisor when Bethany has a potential resourceCoordinate respite program functions and substitute care as needed per state / contract policyConduct orientation pre-service trainings for foster home requirementsDevelop, plan, coordinate, and facilitate ongoing foster parent training programsAdvise case managers on foster home issues as neededParticipate in foster parent activities and meetingsAssist in coordinating events such as the Foster Parent Appreciation DinnerDevelop written materials for foster parents (handbooks, brochures, etc.)Attend area coalition meetingsPlan and participate in annual Foster / Adopt conferencesParticipate in team meetings to review ongoing foster home issues and needsEvaluate recruitment, retention, and advocacy of foster familiesInvestigate complaints and work with law enforcement and child protective services as neededParticipate in 24-hour on-call rotation when requiredRespond promptly to emergency placement needs outside normal hoursComplete other duties as assignedQualifications
Bachelor's degree in Human Services or related field from an accredited college; Master's degree preferredPrior experience in foster care or child welfare is a plusBilingual in English and Spanish preferredDemonstrated clinical, interviewing, perceptual, diagnostic and family assessment skillsAbility to relate well with others and work independently with initiativeEligible to obtain professional licensure in the work location stateExcellent verbal and written communication skillsAbility to provide excellent and compassionate customer serviceComputer skills including Microsoft OfficeMust be 21+ with a valid driver's license, at least 3 years driving experience in the US, and pass MVR; reliable vehicle with insurancePass criminal history and state / local child protection registriesImmunity to vaccine-preventable diseases or willingness to vaccinate or seek exemptionAgreement to the agency Statement of Faith, Mission Statement, and Commitment to UnityDetails
